1 Training: An Element of Integrated Product Support
NAVAIR 6.7.5

2 DoD System Life-Cycle DoD Instruction 5000 describes system management life-cycle Five distinct phases Four system management milestone decisions (A, B, C, & Full Rate Production—FRP) The Program Manager (PM) is the “Life-Cycle System Manager”

3 Life-Cycle Logistics Management
DoD Program Manager System Engineer Engineering Product Support Manager (PSM) Logistics Manufacturing Manager Manufacturing Test & Evaluation Test & Evaluation Business Manager

4 Logistics Across the System Life-Cycle
Life-Cycle Logistics (LCL) is: Planning, development, implementation, and management of a comprehensive, affordable, and effective systems support strategy Design the support, support the design

5 Life-Cycle Logistics 12 Integrated Product Support (IPS) elements
These elements are intended to ensure that the Life Cycle Sustainment Plan (LCSP) is complete & integrated Design Interface is the lens through which the pillar IPS elements are viewed Product Support Management is the process of IPS Integrated Product Support Maintenance Planning & Management Packaging, Handling, Storage, & Transportation (PHS&T) Technical Data Support Equipment Training Support Training & Manpower & Personnel Sustaining Engineering Facilities & Infrastructure Supply Design Interface Product Support Management

6 Product Support Analysis (PSA)
Proven analytical process where a series of 17 activities (TA-STD-0017) are accomplished within each phase of systems acquisition (MIL-HDBK-502A) Logistics Support Analysis (LSA) - the term previously used to describe the analytical processes that were accomplished to identify and develop the support system When accomplished, Logistics Product Data (LPD) are identified (GEIA-STD-0007) and entered into the PSA database PSA database enables development of LPD summaries (TA-HB ) that support acquisition Task Summary identifies the operations and maintenance (O&M) tasks used for technical manual and training course development Provisioning Summary identifies all of the initial spares and repair parts required to support the approved maintenance concept Supportability Analysis - a series of five distinct engineering/logistic activities that identify design properties and assist with shaping the maintenance concept (FMECA, FTA, RCM, LORA, MTA) PSA PSA PSA

7 PSA Activities PSA Strategy PSA Planning Program & Design Reviews
Application Assessment Support System Standardization Comparative Analysis Technological Opportunities Supportability & Supportability Related Design Factors Functional Requirements Support System Alternatives Evaluation of Alternatives & Tradeoff Analysis Task Analysis Early Distribution Analysis DMSMS/Obsolescence Analyiss Field Feedback Disposal Analysis Operational Suitability Test, Evaluation, Verification, & Validation

8 Why PSA? PSA is a repeatable process
Follows a set of standards agreed upon by government and industry LPD are developed by accomplishing PSA activities LPD feed development of IPS Elements PSA feeds development of IETMs, Supply Support Posture, SE requirements, Training Development, etc Ensures linkage between IPS elements Database becomes single source for development of all support resources Consistency is maintained, traceability is provided Lessons Learned: JPALS, TRITON, P-8A Alignment between the Operation & Maintenance tasks and support resources Overall cost savings Stop paying for data numerous times Maintain database to feed IPS elements/updates/ECPs etc.

13 Implications for Training
Training IPT must participate in Maintenance Task Analysis (MTA) Use authoritative source of maintenance tasks—no more Job-Duty-Task-Analysis (JDTA) Training must be conceptualized, designed, acquired, & sustained to support performance and in concert with the system/platform So…what are key maintenance planning activities?
