RCC Preparatory process and timeline 29-30 August 2017 (Baku, Azerbaijan) - RCC WG ITU and RCC Commission on international cooperation meetings Discussed possible topics for RCC Common proposals to PP-18. 30 November – 1 December 2017 (Tashkent, Uzbekistan) - RCC WG ITU meeting: Considered 12 country proposals for PP-18; Supported 6 preliminary draft RCC Common Proposals for PP-18, including draft revision of Decisions 5 and 11 and Resolutions 140, 154 and 191; Supported 4 proposals to January block of Council WGs and 2 contributions to Council-18; Proposed recommendations for further development of draft revision of Resolutions 102, 119, 131, 139 and 151&72; Identified future possible topics for consideration.

Strategic and Financial Plans (1) Draft proposal on declaration of definitive choice of class of contribution In order to ensure that a realistic strategic plan, basis for the budget and financial limits for the Union are established for the period , to propose to the Plenipotentiary Conference 2018 that it: a) approve the definitive upper limit of the amount of the contributory unit of Swiss francs on the first day of PP-18 (as was done at PP-14); b) establish the third day of the PP-18 as the day on which ITU Member States declare their definitive choice of class of contribution; c) publish the classes of contribution definitively chosen by ITU Member States immediately after implementation of b) above.

Strategic and Financial Plans (2) Draft revision of Decision 5 “Revenue and expenses for the Union for the period ” to take into account the new strategic priorities of ITU, as reflected in the draft Resolution 71 (Supplementary Document 1 to Document C18 / 64); to exclude duplication of texts where appropriate; to include two tables into Annex 1 in order to improve transparency of distribution of ITU funds: Table 1 - Financial plan of the Union for : incomes and expenses; Table 2 - Direction of spending of funds for the development of ITU reflecting allocation of financial resources to Sectors and General Secretariat to support activities to achieve the ITU strategic objectives contained in Resolution 71; to update measures for improving effectiveness of ITU activities, as contained in Annex 2.

Strategic and Financial Plans (3) Draft revision of the Resolution 151 (Rev. Busan, 2014) “Implementation of results-based management in ITU” to update the text of Resolution 151 by including relevant elements from Resolution 72 (Rev. Busan, 2014) to establish the linkage between the Strategic, Financial and Operational plans as well as to further enhance results-based management in the ITU by taking into account new social and economic conditions of the ITU functioning; SUP Resolution 72 (Rev. Busan, 2014) “Linking strategic, financial and operational planning in ITU”.

Strategic and Financial Plans (4) Draft revision of the Resolution 41 (Rev. Busan, 2014) “Arrears and special arrears accounts” to take further measures to reduce all types of arrears that diminish financial stability of the Union that consistent with the ITU Constitution and Convention; to add new Annex to this Resolution "Guidelines for repayment schedules for the settlement of arrears and special arrears accounts“, based on the modified Doc.C99/27. Draft revision of the Resolution 48 (Rev. Busan, 2014) “Human resources management and development” to update text of the Resolution taking into account the need for further improvement of human resources management; to add new Annex “Framework for human resources strategic plan“, based on the Doc. C17/53.

Implementation of WSIS Outcomes and SDGs Draft revision of Resolution 140 (Rev. Busan, 2014) “ITU's role in implementing the outcomes of the World Summit on the Information Society and in the overall review by United Nations General Assembly of their implementation” to reflect UN GA Resolutions 70/1 and 70/125 on SDGs and WSIS processes; to reflect relevant decisions of WTSA-16 and WTDC-17; to use the WSIS framework as the foundation for ITU to achieve the 2030 Agenda, noting the WSIS- SDG Matrix developed by UN Agencies, working through the CWG on WSIS and SDG; to report to CSTD and ECOSOC on ITU activities and to strengthen them, including though regional offices and regional organizations. Draft revision of Resolution 200 (Busan, 2014) “Connect 2020 Agenda for global telecommunication/information and communication technology development” - to extend the resolution to up to 2030 and rename it to “Broadband Connect 2030 Agenda for global telecommunication/ICT for sustainable development”; to revise and update the text, including additional relevant reference to WSIS/SDG processes; to delete referencing to specific targets in decides 2 and the annex and refer to ITU strategic plans. General issues and working methods (1) Proposal on streamlining PP and Sector Resolutions When approving the Resolutions on the subject, covering three or, in certain cases, two Sectors, to recommend by the Plenary decision the Sectoral Assemblies/Conferences when considering such subjects, or to cancel/not adopt new Sectoral Resolutions, or significantly reduce them, including only references to the relevant PP Resolution(s), those new developments and documents directly affecting the activities of a specific Sector and those that occurred in the period after the PP, as well as the specific assignments to this Sector that are not reflected in the PP resolution. In the light of the results of PP-18, to request the secretariat to identify specific instructions to each ITU Sector contained in PP-18 outcome documents on a common theme, and to present a paper prepared on the basis of this analysis to the Sector advisory groups and Council in 2019 for the organization and monitoring the implementation of the relevant instructions. To Invite ITU members, when preparing for the relevant sectoral assemblies/ conferences, to use the document prepared by the Secretariat when revising the relevant sectoral Resolution.

General issues and working methods (1) Draft revision of Resolution 154 (Rev. Busan, 2014) “Use of the six official languages of the Union on an equal footing” to continue the work on the use of all ITU languages on the ITU web-sites on equal footing; to update the text by including references on creation of Joint ITU Coordination Committee on terminology. Draft revision of Resolution 191 (Busan, 2014) “Strategy for the coordination of efforts among the three Sectors of the Union” to continue to improve coordination among three Sectors; to instruct RAG, TSAG and TDAG to continue to provide support to Inter-Sector Coordination Group in defining common areas of interest and activities for all three Sectors and mechanisms to strengthen collaboration and cooperation among Sectors on areas of mutual interest.

General issues and working methods (2) Draft revision of Decision 11 (Rev. Busan, 2014) “Creation and management of Council working groups” to clarify that decision to create, continue or close CWG is taken by Plenipotentiary Conference or by the Council, as appropriate; to define clearly the ToR and working methods of CWGs; to take efficient measures to exclude duplication of activities between CWGs and ITU Sectors’ groups; to provide continuity between Chairmen and Vice- Chairmen of CWGs. Draft new Resolution “Appointment and maximum term of office for chairmen and vice-chairmen of Sector advisory groups, study groups and other groups” new PP Resolution on appointment and maximum term of office for chairmen and vice-chairmen of the Sector advisory groups, study groups and other groups to replace respective Sector resolutions, including: Procedure for the appointment of chairmen and vice-chairmen of the Sector advisory groups, study groups and other groups (Annex 1); Qualifications of chairmen and vice-chairmen (Annex 2); Guidelines for appointment of the optimum numbers of vice-chairmen of the Sector advisory groups, study groups and other groups (Annex 3); SUP Resolution 166 (Rev. Busan, 2014). to invite RA-19, WTSA-20 and WTDC-21 to consider suppression of relevant Sector resolutions and include the link in their Resolution 1 on working methods of each Sector.

Radiocommunications Issues Draft revision of Resolution 119 (Rev. Antalya 2006) on Methods to improve the efficiency and effectiveness of the Radio Regulations Board in order to ensure independent consideration of the appeals against decisions made by the BR at the request of one or more of the interested administrations regarding frequency assignments, it is necessary to ensure strict compliance with No. 140 CV, therefore the RCC propose to considering such issues independently from the BR, that is, without the presence of representatives of the Bureau; in order to increase the transparency and effectiveness of the RRB work it is invited to provide audio / video recording of the Committee's meetings. At the same time, in order to ensure the independence and impartiality of the work of the RRB members during discussion and decision-making, the access to the audio / video record should be provided after the end of the meetings and the publication of a Summary of Decisions; in order to ensure equal rights of administrations when considering issues that affect the interests of different administrations, it is proposed to grant the RRB the opportunity to postpone no more than once discussion and take a decision at the next meeting upon the request of the administration. Draft proposal to SUP Resolution 185 (Busan, 2014) on Global Flight Tracking - implemented by WRC-15.

Telecommunications and future network (1) Draft revision of Resolution 21 (Rev. Busan, 2014) “Measures concerning alternative calling procedures on international telecommunication networks” to include international telecommunication operators along with administrations and operating agencies authorized by Member States in activities under this Resolution; to add in “resolves” 4: iii) minimum threshold levels of QoS and QoE, which should not be violated during the use of alternative calling procedures; iv) issues of protecting the rights of consumers of communication services when using alternative calling procedures. Draft revision of Resolution 64 (Rev. Busan,2014) “Non-discriminatory access to modern telecommunication/ICT facilities, services and applications, including applied research and transfer of technology on mutually agreed terms” to encourage standardization in ITU-T and ITU-R of emerging technologies, tools, services and related ICT applications and to facilitate transfer of standardized technologies under mutually agreed terms; to instruct SG and Directors: to consolidate and analyze the information on the incidents and difficulties associated with the implementation of this Resolution; to assist MS and SM in meeting their needs for the pursuit of non-discriminatory access to technologies, facilities, services and related ICT applications, based on ITU-T/R Recommendations; to assist MS and SM in their requests for the standardization of new technologies, facilities, services and related telecommunication/ICT applications.

Telecommunications and future network (2) Draft revision of Resolution 137 “Next-generation network deployment in developing countries” - to support the work of the ITU related to the development of technologies, IMT-2020 networks and beyond; - to coordinate studies and programs related to IMT-2020 networks and beyond conducted by ITU- R and by SG 11 and 13 of ITU-T; - to cooperate with regional and international financial institutions, vendors, telecom operators and other partners to ensure sustainable financing of cooperation programs. Draft revision of Resolution 177 “Conformance and interoperability” to update the Resolution with references to all the relevant Sector Resolutions and of the PP and to express continued support to the work of ITU on promoting ITU standards; to instruct Director of TSB to take steps for further implementation of the Action plan, including of the future implementation of ITU mark.

Telecommunications and future network (3) Resolution 188 “Combating counterfeit telecommunication/information and communication technology devices” NOC as Resolution remains relevant and raises important problems; to continue the work related to combating counterfeit of telecommunication/ICT devices, under the relevant decisions of WTSA-16 and WTDC-17. Draft revision of Resolution 196 “Protecting telecommunication service users/consumers” to support work on the development of relevant Rec’s and other ITU documents to protect the telecommunication/ICT service users/consumers; to assist Member States in developing policies and/or regulatory frameworks to protect telecommunication/ICT service consumers and users. Draft new Resolution “Research related to Big Data” to coordinate activities of all ITU Sectors in relation to Big Data; to cooperate with other UN agencies, scientific and research institutions, SDOs; to instruct Directors of Bureaus to promote studies, exchange of information and other activities under their remit.

Development Issues Draft revision of Resolution 131 (Rev. Busan, 2014) “Measuring ICTs to build an integrating and inclusive information society ” to ensure, as far as possible, the credibility, transparency and openness of the processing procedures for data provided by Member States to ITU-D in the scope of IDI and GCI; to provide for the possibility of submitting recommendations to each of the ITU Member States on bridging the digital divide within the framework of the Measuring the Information Society Report, published by the ITU and the Global Cybersecurity Index Report; to conduct, on a regular basis, various regional seminars and trainings for developing countries to improve knowledge and skills in collection and processing of ICT indicators. Draft revision of Resolution 139 (Busan, 2014) “Use of telecommunications/ information and communication technologies to bridge the digital divide and build an inclusive information society” to promote the development of guiding principles that summarize best practices, the sharing of telecommunications infrastructure by various public and private telecommunications operators.

Internet-related issues (1) Draft new Resolution “International public policy issues pertaining to OTT” - support work of ITU-T on technical, economic, regulatory aspects related to OTT services and of ITU-D on assisting developing countries; - following the open consultation on this topic, CWG to perform analysis of OTT regulation practices and prepare recommendations on aspects of OTT public policy. Draft revision of Resolution 102 (Rev. Busan, 2014) “ITU's role with regard to international public policy issues pertaining to the Internet and the management of Internet resources, including domain names and addresses” - CWG-Internet shall prepare proposals on International Internet-related public policy issues to the ITU Council and to the ITU Plenipotentiary Conference; - CWG-Internet should liaise closer with relevant Study Groups of ITU-T and ITU-D while performing its studies and developments; - NOC on Membership of CWG-Internet; Open consultations by CWG-Internet should continue with results of the consultation to be used by CWG-Internet in its work.

Internet-related issues (2) Draft revision of Resolution 179 (Rev. Busan, 2014) “ITU's role in child оn-line protection” to update the Resolution with reference to relevant Sustainable Development Goals; to encourage CWG-COP to liaise with CWG-Internet; to call for further update of COP Guidelines, especially those designed for policy makers, industry, but also for parents, teachers and children themselves; to invite Member-States to take further action to exchange information about tools and measures to protect children on-line, as well as continue to educate and raise awareness of children and youth on measures to protect themselves from risks they can encounter online. Draft revision of Resolution 197 (Busan, 2014) “Facilitating the Internet of Things to prepare for a globally connected world” to promote IoT deployment in all sectors of the economy, by taking appropriate measures to ensure security, confidentiality and technical interoperability of IoT devices and networks.

Proposals on ITRs Draft revision of Resolution 146 (Rev. Busan, 2014) “Periodic review and revision of the International Telecommunication Regulations” to revise the Resolution so that the required conditions are provided and established for a proper enforcement by Member States of their obligations in accordance with Articles 4 and 6 of the ITU Constitution; to update the Resolution taking into account the Article-by-article comparison of the texts of the ITRs of 1988 and 2012 (annexed to the draft RCC Common proposal); to decide that ITRs should be reviewed regularly in the period between the previous WCIT and the decision on holding the next conference; to hold the next WCIT in 2020 (WCIT-20), back-to-back with WTSA; to establish a working group on preparation for WCIT-20 and on revision on ITRs (WG-WCIT- ITRs) and approved its ToRs (Annex to the Resolution), aiming, among other tasks, to reduce the divergencies in views of Member-States and Sector Members on the need to adopt consolidated text of ITRs at the WCIT. COMPARISON OF THE 1988 AND 2012 ITRS - When discussing the issue of the ITR and Resolution 146 to take into account the Article-by- article comparison of the texts of the ITRs of 1988 and 2012.
