2 LEGAL BASIS Commission Recommendation of 23 June 2009 on reference metadata for the European Statistical System (2009/498/EC) Regulation (EC) n°223/2009 of the European Parliament and Council of 11 March 2009 on European Statistics Domain specific Commission regulations require detailed quality reporting.

5 The business process for using NRME for national metadata
What is done so far ? Mapping of the existing national reference metadata files to the ESQRS format; Conversion of existing national reference metadata files into standard ESQRS structure; What is going on ? Insertion of these files into the National Reference Metadata Editor tool (NRME); What is still to be done ? The NSIs are asked to complete, enhance their converted files, directly in NRME; The responsible Domain Managers in Eurostat are asked to validate these ESQRS files; The national metadata are finally disseminated on Eurostat Web site (if decided so). Time line is approximately 6 months.

SDMX recommends use of the concepts outlined below whenever feasible to promote re-usability and exchange of statistical information and their related metadata between national and international organizations. Whenever used, these concepts should conform to the specified names, roles, and representations defined in the SDMX Content-Oriented Guidelines. CDC promote: reusability exchange of data and related metadata Dynamic asset: initial growth, then relative stabilisation expected continuos maintenance 11

12 Next steps … EDUCAT Excel national quality reports of 2012 have been mapped into the quality reporting structure (ESQRS) by Unit B/5, in collaboration with EDUCAT responsible domain managers; Some EDUCAT quality reports have already been imported into NRME; EDUCAT national users will be granted access to NRME via their ECAS/CircaBC user names; EDUCAT national users will be asked to enter NRME and to execute some simple operations:

Nat-Users should check their own quality report in NRME and update it, if necessary; ISCED mapping should be attached in the annexes, as well as, the description of the educational system regarding learning of foreign languages; Nat-Users should activate the button "for publication" or "not for publication"; Nat-Users should finally send their Quality report to Eurostat via Edamis, pressing the button "validate/send the file" .

Nat-Users will have the possibility to copy their file using the "copy" radio button; This new quality report will be updated by Nat-User and sent to Eurostat via Edamis.

In case the content of the past file didn't change a lot, Nat-User can copy the former complete existing file, in pressing the "copy" button. Then, he/she will update the few concepts which have changed (e.g. reference year, …) In case the content of the past file changed a lot, Nat-User can reuse the content of other existing files, in pressing the "reuse" button. Then, he/she will select the concepts from which the content will be copied to the new metadata file.
