Appreciate input, since we are in the beginning of developing the Evacuation plan. Please interrupt with comment and questions without hesitation! In the start of developing an Evacuation plan. Ready and operational before Beam on Target! Jonas Svensson

What are the objectives?
Safe, fast egress in case of emergency. Verify who has evacuated and who might still be in the danger zone. When needed; transport away from the site. First task is to evacuate people. The Rescue service will concentrate on rescuing lifes until they know they cannot do more. Environment is secondary and protection of property is third (at the best). Second is to make sure everybody has evacuated, to be able to concentrate on the accident in order to limit the consquences for the facility.

Figure 3 The on site local assembly point will come in use for protection of personnel whenever there is a local alarm e.g. fire alarm of the specific building area.

In order to achieve the objectives…
Organizational: -Level of preparedness -Knowledge/clarity -Authority -Communication -Coordination Technical: -Evacuation alarm (same as fire) -Outdoor alarm (VMA) -Means of information and communication (Screens indoor, radio, cellphone) -Who was on site and who is here at the assembly point?

Release of radiation to the inside and outside
Activation of evacuation alarm by OM (Operations Manager). Manual activation of Evacuation alarm for the whole facility together with outdoor sirens. Evacuation from the building. Only people remaining will be personnel with operative assignments. Assemble in the indoor shelter in place. Going inte the shelter is triggered by outdoor sirens. Verifying whether personnel could still remain in the danger zone. Communication with Operations Manager, local fire brigade, etc. Radiation clearance of evacuated personnel. Evacuation from site or return to workplace.

Main concerns/tasks… How to quickly estimate if there are people remaining in the dangerous zone/the building? Who was there? Who is here at the assembly point? Who has remained in the Instrumental hall, refusing to leave their ongoing experiment? Who has already left to pick up their children at kindergarten to get home early? How to coordinate Evacuation leaders? Coordination during accident. 1. Large amount of tasks,

Figure 4 The on site indoor assembly point “shelter in place” will come in use whenever an accidental release requires protective measures from atmospheric conditions. The VMA sirens will then enforce the general fire alarm to trigger shelter in place assembly point usage.

Figure 2 Alarm escalation from high level on ionization radiation. Alarm is automatically transferred to MCR, back up MCR and SMR. OM handles alarm according to alarm criteria on ASE [???]. OM triggers, if required by checklist, evacuation to “shelter in place”. On certain criteria CMT chair is informed within 10 minutes and SSM receive report within 60 minutes. OM arranges the emergency response together with SO and receives support by MRS if needed.
