2 Partnership for Market Readiness
Launched December 2010 Operational April 2011 For country’s priorities on climate action and NDC implementation For transparent policy frameworks and mitigation options at scale and in a cost-effective manner For promoting private sector participation and actions For the next generation of carbon markets

3 Technical Work Program Policy Analysis Work Program
PMR Support Country Program Technical Work Program Policy Analysis Work Program Through grant funding, support countries to prepare for carbon pricing instruments, e.g. Develop the building blocks Strengthen institutional capacity Stakeholder engagement Support on issues that are common across countries. Facilitate experience and knowledge sharing Develop practical guidance on common issues Identify good practice and common standards Support to determine post-2020 mitigation scenarios and identify packages of effective and cost-efficient policies. Modelling the impact of policy options Assessing the interaction of different policies. - facilitate experience and knowledge sharing; - develop practical guidance on common issues; - identify good practice and common standards; and - build capacity.

4 County-to-Country Exchange
Type of activities under the Technical Work Program Provide guidance, lessons learned, just-in time knowledge Technical notes, country case studies, technical briefs Knowledge Products Enable technical exchange among PMR Participants Multilateral, regional or bilateral meetings County-to-Country Exchange Engage PMR Participants in specific technical discussions with experts Technical Workshops Develop country expertise Hands-on practical learning (case studies, exercise) Technical Trainings E-Learning to disseminate knowledge to a wider audience Webinars PMR website Web-based

5 Why Accreditation & Verification
Number of countries are either started implementing, planning or assessing the CPIs Effective systems for MRV of emissions are at the heart of ensuring the environmental integrity Verification is often considered essential to the credibility of any market based instrument The nature of verification will depend on the nature and specific design of carbon pricing instrument it supports, for e.g. verification of emissions reports in an ETS or carbon tax; verification of activity data to support free allocation or perhaps rebates, emissions reductions in a crediting scheme etc. But there are some similarities and common considerations. In designing the system for verification policy makers broadly need to consider two questions: how it is to be done (verification standard) and who can do it (Accreditation standard). To assist countries in their readiness activities the PMR, we developed a guidance on development of verification systems including guidance on developing the verification standards to be applied and any accreditation system. The objective of the Guide is to provide an overview and practical guidance for policy-makers and practitioners about how verification and accreditation systems should be developed and implemented. The Guidance is developed based on existing experience in different countries and jurisdictions around the world, including lessons learned with their design and implementation and from other international standards and experiences gained, for example from international mechanisms like the CDM and JI.
