Peace defined – OT – Hebrew – shalom – welfare, tranquility. NT – Greek – often in the same manner as “shalom” –tranquility, security, and safety. “Harmonized relationships between God and man” (Vine) “The tranquil state of a soul assured of its salvation through Christ.” (Thayer)

Arbitrators
… between men or between man and God (Jeremiah 6:14; 14:13-14)
Man does not define the terms of peace. God does, as He is the offended party. Psalms 85:8; Romans 8:7; Colossians 1:21
