4 Leadership Team Changes
Base Case Coordinator: Desmond Chan, Seattle City Light Western Electricity Coordinating Council

5 ADS Case Build Discussion
SDWG Discussed Recommended Support of ADS Case Option 1: Align the 10 heavy summer case with the needs of the ADS case Not Preferred due to modeling differences Option 2: Create a new case built off of the 10 year heavy summer case in the BCCS Concerns that SDWG could not provide the needed data, scheduling issues, and resource issues Option 3: Support the creation of a new case outside of the BCCS Preferred pending additional information on data request Western Electricity Coordinating Council

6 Generation Criteria Update
Current plan to model both Retail-Scale DER (R-DER) & Utility-Scale DER (U-DER) U-DER Plan: Model as generator DER_A dynamic model for units greater than 5 MVA R-DER Plan: Use DER fields in load models Comp Load Model + DER_A dynamic model for output greater than 5 MW Recommend inclusion under 5 MW if data is available without dynamics model Western Electricity Coordinating Council

7 Generation Criteria Update
Needed Follow Up: Software Vendors – Provide visual change to bus views to show DER modeling, possible addition of data fields to load model, possible other visual changes to bus view Survey for opinion on MW threshold WECC testing Recommendation to further distinguish DER types Western Electricity Coordinating Council

8 Base Case Coordinator Activities
Specialized Case Request Template Finalized 2019 Annual Base Case Compilation and Data Check Scope of Work (Approved) Looking into adjusting to be a living document 2019 Annual Base Case Compilation and Data Check Report (Approved) All Posted On SDWG Page Request for Approval of Annual Base Case Compilation and Data Check Scope of Work Request for Approval of Annual Base Case Compilation and Data Check Report Western Electricity Coordinating Council

9 Base Case Coordinator Activities
Confirmed that the newly added Light Spring Operating case is needed Pursuing if it is need yearly or every other year Study Survey showed no viable reason to change projected study years for planning cases Did show a desire to produce near term planning cases Looking at the resource requirements to expand the BCCS to include near term planning cases by combining them with operation case builds Western Electricity Coordinating Council

10 Compliance Coordinator Activities
DPM Change Request: Base Case Modification Section Adds section to DPM to describe process to modify/update approved WECC base cases. See DPM change request Request for Approval of Base Case Modification DPM Change Request Western Electricity Coordinating Council

11 Compliance Coordinator Activities
SADD version 2 adopted by SDWG Used the Data Check routine in PowerWorld Expands on Owner and Area sorting Includes Vmax/Vmin check Requested Changes Include Data Maintainer Filtering Include If Vmax/Vmin was not provided WECC requested to include several hundred more dynamic model parameter checks Western Electricity Coordinating Council

12 Compliance Coordinator Activities
Continue to focus on improving data quality Changes to approved base cases are now notified at SDWG meetings and working with PDWG to have them presented at their meetings Reminder in the Fall to data owners to send in major changes that were identified to approved cases produced in the current schedule Continue to work on updating the SADD and providing documentation on monitored metrics Plans to have yearly educational workshops in the summer to provide support for data owner, data submitters, etc. Future work planned on cleaning up the dynamic data Western Electricity Coordinating Council

13 Base Case Data Improvement Project
Formerly referred to as the BATF follow up effort Review of the “BATF Modeling and Data Management Strategy” document finished SDWG Vice-Chair developed a spreadsheet to delegate actionable items to appropriate leadership team members Spreadsheet sent out to SDWG for comments Non-actionable items and items outside of the scope of SDWG to be assigned to chair to manage Example: Software solution Leadership team members to develop/execute plans to complete assigned tasks and request resources if needed after SDWG review Western Electricity Coordinating Council

14 Western Electricity Coordinating Council
SAMS Update Node Breaker Modeling Pilot Pilot program to test node-breaker modeling techniques Continue to work on hybrid testing in PSSE in the East Coast Model Pursuing Node-Breaker options in year 2019 of SDWG Three Year Plan MOD Review Group Questionnaire being reviewed No planned distribution date Western Electricity Coordinating Council

Status of the Databank Base Case Modifications Link 2028 Light Spring 1 - EPE topology update – December 17 2028 HS1 - ADS EPE topology update – December 17 24HS2a – PAC West update - October 29 24HW2a – PAC West update - October 29 18LS1a, 18HS4a, 19HSP1a, 19HW3a, 19LS1a, 20HW1a, 21LSP1a, 28HW1a, 28HS1a – Southern Oregon Impedance, Topology & Rating Correction - October 26 Western Electricity Coordinating Council

18 Western Electricity Coordinating Council
Other Activities Additional Upcoming Work: Update Three Year Plan Review Node-Breaker Modeling Overlap Meeting with PDWG Discussed coordination opportunities Several of the issues stem from data quality issues seen in the cases Station Service without “ss” id Required by DPM Compiling seasonal branch ratings due to PSSE three rating issue Likely to be solved when WECC moves to PSSE version 34 Western Electricity Coordinating Council

19 Western Electricity Coordinating Council
Other Activities Overlap Meeting with PDWG Reviewed Gen Criteria Other issues to work on Modeling of Netted Gen/Negative Loads/Motor Loads Some DS line models Disaggregating CCCTs Likely to continue Western Electricity Coordinating Council
