4. OBLIGATIONS on all parties to sign up to supporting POLICING and JUSTICE in Northern Ireland. (SF had to accept)

5. Sinn Fein had also helped guide the IRA to fully decommission its arms.
This encouraged the DUP to accept

6. The First and Deputy First Minister are now chosen from within the two largest parties – Not by D’hondt
- FM &DFM recognised as EQUAL

7. After St Andrews: A new form of Collective Responsibility was introduced into the Executive.
If any 3 Exec ministers disagreed with a key decision they can push for the vote to be taken on Cross Community basis
ALSO Over 30 MLA’s can refer an Executive decision BACK to the Executive for further consideration – This provides a DELAYING power
