Cluster Achievements Support and capacity-building assistance, both from UN and other partners UNOAU, for example, provides 22 full-time planners tasked with both day-to-day support and capacity-building assistance AU PSD believes they are already near full absorptive capacity Cluster coordinates, incorporates cross-cutting themes, and plans joint activities, based on known AUC priorities

African Peace and Security Architecture Post-Conflict Reconstruction and Development, Transitional Justice, and Emergency Preparedness and Response planned and implemented 10 joint activities in 2012

Peace and Security objectives of 2006 Framework well on the way to being achieved; significant capacity-building support is being delivered to the AUC by the UN But ownership of RCM process has not improved

AUC chairmanship of clusters and results-oriented programming, as called for in the 2010 Triennial Review, did not produce the desired improvement in AUC ownership Problem is more fundamental: Lack of perceived added value from the RCM process, itself caused by lack of consensus at the AUC over the importance of additional capacity-building

Key Challenges and Messages
2011 AUC needs assessment - no follow-up; ownership? Cluster system and RCM Secretariat both need greater leadership from UN New DSG, new leadership at the AUC and ECA, present an opportunity to address these problems. We are encourages by preliminary discussions with each of them.
