1 Debriefing from the June 2017 LAMAS meeting Item 3.1 of the agenda
DSS Meeting 3 and 4 October 2017

2 Focus Breaks in time series
Input harmonisation relating to labour force status Income from main job Eurostat

3 Breaks in time series DSS meeting of March 2017: support to the Eurostat proposal but too ambitious LAMAS WG of June 2017: Agreement on a reduced list of indicators/breakdowns; on possible methodological approaches; on what to be transmitted to Eurostat and what to be disseminated by Eurostat; But importance attached to the issue is very different from one country to another; timetable for transmission/dissemination still discussed → Need for further discussion – difficult as countries have no concrete plan yet Eurostat

4 Input harmonisation relating to LF status
Input harmonisation limited to labour force status IESS implementing measure on the LFS: To include operational definitions of employment/unemployment Not to include detailed flow charts and model questionnaire LAMAS discussion focuses on simplified flowcharts to be possibly included in legal basis Simplified flowcharts: right balance between harmonisation requirements and needed flexibility Eurostat

5 Input harmonisation relating to LF status
Simplified flowcharts: good progress made but some open issues: 'At work' module: simplified rules for people aged 65+; recovery questions for small/occasional jobs 'Absence from work' module: precise definitions of parental/maternity/paternity leave Agreement to replace active/inactive by labour force/outside labour force for all Eurostat dissemination Conscripts excluded from LFS reference population Eurostat

6 Income from main job (INDECIL variable)
LAMAS/DSS decision in 2015: Household income not added to the LFS but quality of INDECIL improved Progress made: Data collected as gross or net form but transmitted as gross Exact value, and not deciles, to be sent to Eurostat Reference period Eurostat

7 Income from main job (INDECIL variable)
Difficult issues: Components to be included in the income definition to be similar to the SILC variable Quality of the information to be transmitted: issues with net/gross conversion model and high non-response in a number of countries → Support from DSS appreciated Eurostat

8 DSS is invited to … take note of progress made/open issues in relation to break in time series to take note of progress made/open issues in relation to the development of simplified flowcharts for the labour force status module support the proposed way forward for 'income from main job' so that quality information is produced Eurostat
