2008/09: Endorsed by 8 associations, form coalition (HRCAP) March 2009: Obtain law requiring Copyright Office to conduct a study Early 2011: Submit 2 rounds of comments June 2011: Testify at hearings in D.C. Dec 2011: USCO releases report

Recommendations to Congress
Labels can retain ownership of pre-72s until 2067, but only if they keep in print, at reasonable price Retain pre-23s for 25 years, same conditions “Termination” would not apply to pre-72s Ownership: whoever owned at time of enactment Must register claimed recordings Orphans become public domain Out-of-Print becomes public domain

Reminder to Congress to get moving on Section 108 reform too.
