2 Figure 1 At least one visit to primary care and emergency department (ED) reliance for children aged 25 months to 6 years. Transition to managed care was associated with 12.2% increase in proportion of foster youth with access to primary care (PC) and 2.38% increase in proportion of children who were ED reliant. ED reliance decreased not only in intervention group after transition but also in control group (and to greater extent), yielding positive change score for difference-in-difference calculation.
