Deferral of Retrospective Updates Functionality

Background Decision made at Project Nexus Steering Group (PNSG) on 8th January 2016 to defer the delivery of RAASP functionality to a future date RAASP central system development will cease until a revised plan is agreed For the enduring RAASP system solution an aspiration for a provisional plan to be considered by PNSG by end of March 2016 For October 2016, PN UNC have been asked to consider how best to deliver the requirements of Modification 0434 There is an expectation that any amending Modification is raised by the end of February 2016 UNC 0529 (Transitional Modification) to be reviewed

Modification 0434 Requirements
Key Proposals as shown in Mod 0434 (not all eventually adopted in UNC): Facility for current User to amend meter information (‘meter asset data’) for their period of Supply Point Registration (‘Ownership’) Automatic financial adjustment for amended Meter Information Ability for current & previous Users to amend any periodic Meter Reading for their period of Registration Automatic re-reconciliations where a Meter Reading is amended Retrospective updates to Meter Point / Supply Point & Address data Automatic re-reconciliations where relevant updates are made

Gap Analysis The following provides analysis of what in core delivery will be delivered for Modification 0434 Partial delivery of asset updates (Point 1), no updates pre last read recorded No delivery of automatic financial adjustments (Point 2 & 6) Read replacement (Point 3) delivered as per Modification 0434 Auto re-reconciliation following a read replacement (Point 4) delivered as per Modification 0434 Partial delivery of Supply Meter Point updates (Point 5), no retrospective update, prospective only

Gaps Identified for Delivering Modification 0434
Delivery of points 1 & 5 (updating asset and Supply Meter Point data) will require review by Xoserve to determine options Point 2 & 6 (automatic financial adjustments) may be supported but the best method will depend on options for Points 1 & 5 The analysis & options will be presented to PN UNC in February

What Can Be Done to Minimise Impact
Update asset data where Shipper is aware of incorrect asset data held using existing processes (RGMA flows) A report is currently available for a User to request asset and 3 years read history Where the User identifies that the data held on UKLink is incorrect the Shipper can submit updates via the existing routes (RGMA/CMS) This will ensure data going forward is correct and reads will load Industry data cleansing Identifying data that is key to settlement processes is corrected pre Go Live AQ Review 2016 provides opportunity for Users to ensure AQ’s are correct

What Can Be Done to Minimise Impact cont.
From Go Live all reads will be subject to read validation tolerances Reduces the risk of incorrect reads loading or valid reads where the asset is wrong & being used for AQ and reconciliation processes From Go Live AQ’s calculated against meter reads pre Go Live will undergo validation against tolerances Reduces the risk of incorrect AQs going live From Go Live User can request 12 months consumption data via Supply Point Enquiry request Opportunity to check historical consumption data against perceived

Next Steps Volumes To assist Xoserve an idea of the volume of asset & Supply Meter Point updates which would require a retrospective update Shippers expect to submit is required Option to advise PWC of expected volumes so Xoserve can develop appropriate processes Xoserve to provide options on delivering requirements at February PN UNC
