14 Lessons learnt Time & Cost Clear demand or ‘act of faith’
Specifications Terms & conditions Technology Maintenance Clear demand or ‘act of faith’ Champions and goodwill Appropriate organisational framework Long term commitment & funding More flexible approach based upon a shared vision

15 Vision Users Pricing & Licensing EuroSpec Partnership Metadata
Technology

16 Vision Achieve interoperability of European mapping
(and other GI) data within 10 years

17 Vision (for the user) Easy to identify what data are available
Confident that the data: conforms to known specifications and meets defined quality levels is maintained at the most appropriate level The terms & conditions under which the data can be used are clear and do not impede its use Tools available to combine data seamlessly

18 Twin tracks Small scales pan-European data
‘centralised’ model Medium & large scales cross border data ‘decentralised’, framework model Convergence

19 Why this vision? Increasing needs for cross border GI
Technology & ‘open’ standards Complements national (and global) SDIs Complements the role of the NMAs at the national level Provides a framework for sharing best practice and developing partnerships

20 Action plan - principles
Customer and business focused “find the main drivers” Step by step think big, start small (“incremental benefit”) “good solution today, is better than a perfect solution tomorrow” Short term actions (next 2 years) improve access to existing data create initial pan-European reference data develop specifications, procedures & policies to support decentralised (distributed) vision Partnership

21 Projects: New Metadata
Replacement / update of GDDD: Discovery level service - early 2003 Comprehensive metadata system – end 2003: ISO 19115 Decentralised approach Multilingual gateway

22 Projects: EuroSpec Data Specifications
Common data catalogue Harmonised data model Data interoperability and quality Mapping EuroSpec with national DB Conversion rules Gaps and weaknesses in existing DBs Implementation guidelines Transformation mechanisms Prototypes and testbeds

23 Projects: Pricing & Licensing
Objective: to develop the terms & conditions under which the data can be used are clear and do not impede its use Deliverables: Licensing guidelines License templates Legal terminology Pricing guidelines Market pricing Pricing levels Distribution of revenue Time-scale: June 2002 – March 2003
