1-hr SO2 ATTAINMENT DEMONSTRATION
On 6/2/10, USEPA revised primary SO2 NAAQS 75 parts per billion, (196 ug/m3) one hour standard NJ recommended entire state be designated as unclassifiable, except area around Portland Power Plant Required attainment date of August, 2017

1-hr SO2 ATTAINMENT DEMONSTRATION
NJ must demonstrate attainment and maintenance of standard by 6/2/2013 (may be extended by a year) Section 110(a)(1) and (2) of State Implementation Plan submittal Attainment demonstration with dispersion modeling Emission inventory/Control Strategy/Contingency Plan Plan for verification of continued attainment Since August, 2017 is the attainment date, lower sulfur content limits in fuel (NJAC 7:27-9) can be incorporated

1-hr SO2 ATTAINMENT DEMONSTRATION
Proposed guidance recommends dispersion modeling Facilities with SO2 actual emissions of 100 tons per year (tpy) or greater NJ identified up to twelve facilities that may need to be modeled > 100 tpy of SO2 actual emissions averaged over the years Some facilities eliminated when lower sulfur in fuel limits reduce 2017 potential SO2 emissions to below 100 tpy

1-hr SO2 ATTAINMENT DEMONSTRATION
Overall approach is to model in 2 or 3 phases Phase 1 – Evaluate facilities with >100 tpy SO2 with ambient air ambient SO2 readings Phase 2 – Evaluate any facilities within a large percentage (~60-80%) of standard along with any minor SO2 sources in area Phase 3 – Further evaluate applicable facility’s maximum pound per hour SO2 emissions and stack parameters if exceeding or near standard

The facilities will be notified that SO2 modeling is necessary Draft protocol has been developed and will be finalized after EPA input is received Department will begin outreach to affected facilities Facilities can conduct own modeling or the Department can conduct the modeling
