1 Directive 2007/60/EC Draft concept paper on reporting and compliance checking for the Floods Directive

2 This presentation – contents of paper
Reporting obligations of the Directive Need for information on flooding at European level WISE Visualisation of reported information Road map to reporting on the Directive

3 Reporting obligations of the Directive

4 Reporting obligations of the Directive

5 Reporting obligations of the Directive -2
Reporting formats for Art 13 = reporting formats for Arts 6 and 7 Technical formats should be adopted at least 2 years before reporting deadlines (Art 11) - Comitology Making full tools available to Commission and to the public Need for synthesised information at the European level

6 Need for information on flooding at European level

7 European Commission Needs to check compliance with EU legislation by
Ensuring data are plausible and consistent Cross referencing and cross checking data (especially IRBD) Ensuring Directives implemented in comparable way State of Environment and trends Europe-wide picture to inform public Assessment of effectiveness of existing policies – implementation of measures and objectives

8

9 Reporting to Commission
Reporting sheets describe and formalise information and data required Why it is needed How the Commission will use the information reported Compliance indicators Detailed list of what information should be provided Geographic information Data Summary text Hyperlinks to more detailed supporting documents

10 Example of WFD reporting sheet – Competent Authorities

15 Other users needs for information
EEA Updated climate change report in 2008 with indicators on water quantity, rivers flows, floods and droughts Recurrence of flood events in Europe in ‘mapping impacts of natural disasters and technological accidents New topic on disaster management and prevention Supporting creation of Community Clearing House mechanism for exchanging information on disaster prevention and management and adaptation to climate change

16 Other users needs for information
JRC European Flood Alert System Long term weather forecasts Flood mitigation and forecasting case studies Natural Hazards Action Civil Protection To be completed DG Regio European Regional Development Fund and Cohesion Fund European Union Solidarity Fund

17 Water Information System for Europe

18 WISE Umbrella term for a wider initiative to modernise and streamline collection and dissemination of information related to European water policy Agreed by DG ENV, JRC. EEA and ESTAT and Water Directors Starting point is WFD but intended to cover all water-related information arising from EU Water Policy -STREAMLINING

19 WISE Is the water related component of INSPIRE though goes beyond INSPIRE as it covers non-georeferenced data and information Is a formal compliance reporting tool Provides access to water related data available at European level Exchange of data and interoperability of systems Intended as the basis for reporting on Floods Directive

20

21 Development of WISE Output side launched to public in March 2007 – WISE Viewer Input side of system is more complex and demanding and is due to completed in 2010 Aim to operate as a distributed system by 2015 INSPIRE should ensure that spatial data sets and services are interoperable

22

23 Visualisation of reported information

24 Visualising information in WISE
WISE viewer – public or restricted access to information, subset of whole information held Pre-processed information for visualisation at different scales Predefined maps and queries within a web-based interactive interface Data often aggregated to MS or RBD level

25 Visualising information in WISE
MS information only visualised at the European level at a scale of 1:250,000 Links to nationals servers where more detailed information at larger scales will be visible Comparability of national information Interoperability between national servers ? Colour codes, scales, levels of risk etc. Multilingual translations of mapping legends INSPIRE could contribute to this

26

27 Examples of visualisation of WFD information

28

29

30

31 Visualisation of water bodies not at risk and possibly at risk of failing WFD environmental objectives

32 Summary statistics

33 Visualisation of FD information
Map of RBDs and UoMs Colour coded according to whether national or international, main geographic and water related features Historic floods Occurrence of significant historic floods (number, average and maximum flood extent, average and maximum number of human deaths and displacements, and average and maximum economic costs).

34 Visualisation of FD information
Flood risk areas Extent of flood risk areas in Europe (area/proportion of RBD/UoMs that are potential significant flood risk areas for different probability of flooding events) Potential flood risk receptors Types of risk receptors such as population, type of economic activity and environment potentially at risk from flooding under the scenarios established. Flood Risk Management Plans Objectives for flood risk management established by Member States Flood risk management measures : structural and non-structural measures

35 Road map to reporting on the FD
Concept document – will be discussed with WG F, WG D and WISE SG Development and agreement of Reporting sheets Drafting group to be set up at this meeting Start with Competent Authorities, Units of Management, components of PFRA Start latter part of 2008 Completed and approved by WDs by mid-2009

36 List of proposed Reporting sheets
Competent Authorities & Units of management PFRA Flood maps Flood risk management plans

37 Road map to reporting on the FD
Development of appropriate tools for first reporting/notification steps For WFD facilitated by XML reporting schema and EEA Reportnet tools GIS reported as shape or GML files Tools to be completed latter part of 2009 Testing during 2010 Completion of Reporting sheets for all other reporting requirements Latter part of 2009 Reporting formats developed and tested during 2010 and 2011

38 More information : water.europa.eu
Thank you for your attention ! More information : water.europa.eu

39 Visualising information in WISE
WISE Reference GIS datasets provide basis against which comparable statistics and indicators are calculated Main rivers catchment area >500 km2 Main lakes with surface area >100 km2 Water bodies including transitional and coastal water bodies
