For five years after the Coup d’Etat, Napoleon rules as a dictatorial “First Consul.”
He allows the “émigrés” to return if they swear an oath of good behavior.
He restores relations with the Vatican and gets the Pope on his side.
He asks for a “Plebiscite” from the people about making himself monarch (but not king.)
He is crowned “Emperor of the French” in 1804

Napoleon reforms the interior workings of France, reorganizing departments and assigning “prefects” according to talent.
Wherever the French Army arrived and absorbed countries, the “Code Napoleon” was established.

To the populations of these conquered nations he is feared and then applauded for stripping out the old establishment and replacing it with the new and modern form of citizenship…..sort of. D. He redraws the map of Europe as a rationale logical set of boundaries based on culture, language and history. E. He unites them in a way they had never been allowed to be before.

III. The “Seed of Nationalism” pushes back on the Empire.
After the debacle in Russia, in which most conquered states were required to supply troops, resentment and nationalism grew in these states.
As times worsened, the hypocrisy of the Code Napoleon caused unrest in many countries.
As the Russians pushed into Europe, nations rose in revolt and switched sides, freeing themselves of foreign influence.
