3. Preparatory Process of 2007 Guidance
First draft presented in April 2005
Three rounds of consultation including circulation to all relevant WGs
Many comments received and discussed at WG D meeting of 20/21 October
Version 4.0 was agreed on WG D and presented to SCG
Final comments from AT, DE, MT, NL, SE, SP
Final version 5.0 includes all comments

4. Next steps – 2007 Guidance
Discussion and endorsement requested by WD
Develepment of techincal formats by mid-2006 in consultation with WG D and GIS group
Testing of new reporting tool Sept/Oct 2006
System operational for reporting end of 2006
Discuss formalities in WFD Committee in order to allow 2007 only to take place through WISE

5. Preparatory Process of 2010 Guidance
Outline prepared on the basis of Annex VII WFD and Art. 5 reporting sheets
Initial discussion on 2010 Reporting Guidance during last WG D meeting – outline supported and basis for future work
Start work on RBMP concept, programme of measures and environmental objectives
Discuss approaches for compliance checking to get better understanding for reporting needs

6. Preparatory Process of 2010 Guidance – cont.
RBMP Workshop proposed by WG B supported
WG D should be closely involved to create added value for reporting process
Workshop should not delay preparation of guidance since deadlines set by WD are very tight
It should be clear that update of Art 5 analysis is part of RBMP and therefore Art 5 reporting sheets should be updated

7. WISE development
Most MS reported Art 3 reports to WISE, outstanding MS are still invited to complete electronic submission
Art 5 prototype was ready in April 2005 – however it was decided to run testing first
Successful testing during Aug-Oct – many MS participated
Final WISE prototype including first viewing functions becomes available in the coming days

8. WISE development – cont.
COM prepared to allow full access to all MS experts (WG A, D and GIS) – but requires approval of MS
WISE Workshop Dec (launching of prototype, results of testing, presentation of WISE Implementation Plan )
Art 5 submission requested by March 2006
Integration of other directives – starting with UWWD
WISE Portal – public launch by end 2006

9. Proposed conclusions Take note and discuss results of WG D
Endorse 2007 Reporting Guidance on Monitoring
Endorse follow-up process for making WISE the only “route” for 2007 reporting
Endorse that document for 2010 Reporting Guidance is basis for work in 2006 (endorsement of process not content)
Take note that WG D will discuss methodologies for compliance checking and river basin planning in order to improve understanding for reporting needs
