USTRANSCOM awarded GPC IV on 1 October 2018 to IAL Unsuccessful Offeror protested on 19 October 2018 GAO dismissed the protest – ruling in the Government’s favor on 24 January 2019 USTRANSCOM will exercise the 6-month extension remaining on the current GPC III contract (1 March 2019 – 31 August 2019) GPC IV will kick off 1 September 2019 2-year base period and 3 one-year option periods J4-H

2 GPC III Key Performance Indicators (KPIs)
PERFORMANCE OBJECTIVE PERFORMANCE THRESHOLD Transport POVs within RDDs 98% per month Resolve damage claims directly with customers using on-site settlement process 95% per 90 day period Settle claims within 90 days from the date the claim was filed 99% per 90 day period Rated satisfactory or better for overall customer service on comment cards submitted 95% per month Adhere to VISA preferences 100% of shipments J4-H

3 Revised Performance Objectives
GPC III PERFORMANCE OBJECTIVE THRESHOLD GPC IV PERFORMANCE THRESHOLD Settle claims within 90 days from the date the claim was filed 99% per 90 day period Settle claims within 40 days from the date the claim was filed 95% per 90 day period Rated satisfactory or better for overall customer service on comment cards submitted 95% per month Rated satisfactory or better for overall customer service J4-H

4 Significant Changes (GPC III to IV)
GPC IV Contractor is responsible for end-to-end transportation, including ocean Contractor is responsible for end-to-end transportation, to all locations including ocean to include Hard Lift and Partial Locations Included 6 VPCs (4 CONUS; 2 OCONUS) and 3 Quality of Life sites identified by SDDC and Services for closure Per HQ Services 3 CONUS VPCs added at the locations of CO, NJ/NY Metro area, and FL. J4-H

5 Carry Over Contract Features
Contractor responsible for all subcontractor performance for claims and RDD performance Contractor liability is fair market value of the POV for entire shipment Transport POVs within RDDs (KPI) Adhere to VISA preferences and US Cargo Preference Act (KPI) Resolve damage claims directly with customers using on-site settlement process (KPI) J4-H
