Helps alleviate public health, safety, and environmental concerns that come from illegal dumping/abandon material.
Abates a nuisance for communities, preserves and improves landscapes.

Property – zoned or authorized for rangeland or agricultural use. These activities need not be current, but have the ability. Tribe land included.
