To respect OIE Standards on FMD vaccines quality Research & development effective and quality vaccines at low cost for all susceptible species, for all prevailing field strains safe use under challenging conditions (e.g. thermo-stability). To Enhance support epidemiological networks and cooperation for national, regional and global FMD surveillance. transparency and notification access to diagnostic facilities for quick and efficient diagnosis of FMD (e.g. OIE Lab twinning programmes, FAO Lab network development) Compliance of diagnostic tests with OIE International Standards. Main recommendations on Regional Strategies
Strategy for FMD Global Control should be an international priority (to be developed by OIE & FAO under GF-TADs). Existing regional successful mechanisms progress in regional FMD control (SEAFMD, EUFMD, CVP/MERCOSUR) FAO & OIE continue their efforts to promote Long term coordinated regional initiatives (roadmaps) for FMD progressive control (in each reservoir). FAO & OIE organize regular Global Scientific meetings on FMD Control (e.g. Indian Council of Agricultural Research, 2010 or 2011) West Eurasia Roadmap meeting, October 8 and – Istanbul / Turkey

Good Governance of VS for FMD Global Control
More than 2/3 of countries are developing or in-transition countries, that lack resources and effective VS to implement and sustain FMD national control programmes. Need of sustainable public/private partnerships and international support for FMD control at national, regional and global level Good Veterinary Governance is essential to ensure implementation of national programmes. Main recommendations on Good Governance of VS
Establish the application of Good Veterinary Governance in developing and in transition countries sustainable public/private partnerships / involvement of international donors FAO continue to support national capacity building in developing and in transition countries to comply with OIE standards FAO develop guides, tools and technical support to members for the implementation of the FMD progressive control pathway at national level West Eurasia Roadmap meeting, October 8 and – Istanbul / Turkey

Political Commitment and Advocacy for achieving FMD Global Control
Awareness of negative impact of FMD at individual producer level (poorest farmers) Food insecurity: at household level, reducing access to local, national and international markets, and reducing animal draught power for agriculture FMD control & eradication at national, regional or global level can be only achieved if FMD control is recognised as GPG by the international community Contributions from Free Countries: win-win situation FMD control is a costly and long term process ! Main recommendations on Political Commitment and Advocacy
Confirm and communicate at high level the justification (economic and social) to officially recognise the FMD global control (& eradication) as GPG. Analysis of the impact of FMD on wealth creation, food security and gender issues (incentive for Governments and donors to invest on FMD). Compensation mechanisms with private sector and donors.
