Eddy Executive Director of IASB Patricia Dal Santo President of IARSS Just to give you some background…in November 2012, the Illinois Association of School Administrators (IASA) initiated a visioning process in partnership with the Illinois Principals Association (IPA), the Illinois Association of School Business Officials (IASBO), the Illinois Association of School Boards (IASB), the Superintendents’ Commission for the Study of Demographics and Diversity (SCSDD), and the Illinois Association of Regional Superintendents of Schools (IARSS) to unite the education community and to develop a long-range blueprint for improving public education in Illinois. The Alliance partners have worked together on legislative initiatives but this is the first time the leadership has worked together on such an ambitious project.

Average NAEP Scale Score, 2013 Average ACT Test Scores by Category, School Year Illinois students have remained competitive and in some cases have risen slightly above the national average as illustrated on the screen.

7 Achievement Gap Exacerbated by Illinois’ Funding System
EFAB Recommendations vs.GSA Appropriations after Prorating Operational Dollars per Student, FY FY2013 Reductions to General State Aid Among Low and High Poverty Districts As a Result of Proration, FY2012 Anyone who follows education in our state will find the following two statements all too familiar.

Shared Accountability Equitable and Adequate Funding Highly Effective Educators, 21st Century Learning, Shared Accountability, and Equitable and Adequate Funding. Each priority is detailed in the plan with statistics, guiding principles, rationale and recommendations.

Priorities Highly Effective Educators Recruit and Retain High-Impact Educators Provide Relevant Professional Development Attracting and retaining high quality and effective educators is essential to providing the best education for our students. Strong educational leaders are a key component of a high quality education in our communities.

21st Century Learning Develop the “Whole Child” Preserve Instructional Time Invest in Early Childhood Education Link Students to College and Careers Expand Equity in Technology Access We believe in equal access for all students. Priorities Shared Accountability Expand Educator Role and Responsibility in State Governance Implement a Differentiated Accountability System Restructure Mandates

13 Equitable and Adequate Funding
Priorities Equitable and Adequate Funding Fund Education Based on Local Need using an Evidence Based Model of Adequacy and Equity Stabilize State Funding and Funding for Education Enhance District Flexibility to Increase Financial Efficiency We believe state education funds should be proportional to the percentage of high-need students in each district. We know that investing in education now is fundamental to job creation, less reliance on welfare dollars and beneficial to all stakeholders including small & large businesses and taxpayers.
