Alternatives to International Law for the Efficient Use of Spectrum Resources Simona Spassova PhD Candidate University of Luxembourg June 2014

2 Overview Technical Semi-legal Training & Equipment Standards
Carrier ID Lobbying Semi-legal ITU Draft Cooperation Agreement International Code of Conduct for Outer Space

3 Training & Equipment Standardization
Represent the best interests of the Satellite Communications Industry How? Authoring a single voice reply, comment or industry supported stance on regulatory issues Bringing together member companies Ensure global coordination on important issues.

4 Trainings & Equipment Standardization
Problems: Increasing Attempts by Inexperienced Manufacturers to Try Production of Transmiting VSAT Antennas Designers often unaware of how accurately installers must align the antenna to prevent ASI and cross-pol interference Solutions: Solid , fundamentals-based training program for VSAT, broadband, and maritime satellite terminal technicians, engineers, users, and operators. Providing Testing, Type Approval, Technical Expertise The GVF Mutual Recognition Arrangement

5 Carrier ID Stop Interference Now (It’s a SIN) Full Members ArabSat
Crystal Solutions Eutelsat Hispasat Inmarsat Intelsat ISRO SAT Corp SatMex SES Siemens StarOne Telenor YahSat Zodiac Associate Members The AeroSpace Corp AGI ArSat-SOCC CEng Comtech EF Data Es’hailSat Infrasat Integrasys The MITRE Corporation Newtec NTA-India Optimal SatCom Inc Pasfik Satelit Nusantara – PSN – Indonesia SingTel TeleSat Türksat

6 Carrier ID If carriers are not identified when Interference occurs, it is almost impossible to determine where the problem has come from. A unique code to identify your signal The CID will include mandatory data fields for: The unique CID code/identifier; The name of the satellite operator Optional data fields may also be used for: Customer name; Contact telephone number; Geographic coordinates of the uplink station (latitude, longitude); Modem manufacturer name; Modem serial number

7 Lobbying “Setting aside/allocation specific band for specific uses /services is a huge part of reducing interference”

8 ITU Proposal for a Draft Cooperation Agreement
Could be concluded with administrations having monitoring facilities A Framework to assist the ITU to perform measurements related to HI pursuant to art 15 and 13.2

9 International Code of Conduct for Outer Space activities
Voluntary "rules of the road", grounded in best practices among space actors Aims at enhancing safety, security, and sustainability in space by emphasizing that space activities should involve a high degree of care, due diligence, and transparency, with the aim of building confidence among space actors worldwide. 6 References to HI

10 Conclusion HI is a problem being tackled from a number of perspectives
Coordination and a unified approach can only add to our regulatory and operational efforts
