Evolving strategic thrust: 2010 RPHCs – CRVS
BACKGROUND Six ASSDs held to date Cape Town (South Africa), Kigali (Rwanda), Accra (Ghana), Luanda (Angola), Dakar (Senegal) and Cairo (Egypt) Evolving strategic thrust: 2010 RPHCs – CRVS 7th ASSD preceded StatCom-Africa III meeting on Jan 2012 7th ASSD unique: feeder meeting into the 2nd Conference of Ministers Responsible for CRVS

We recommend that: DRAFT RESOLUTIONS: SHORTENED
Governments improve the availability and accessibility of civil registration services Civil registration services be integrated into public services Health institutions and outreach services need play an important role in capturing birth and death events Public offices and other public service rendering institutions to give priority to civil registration records Countries to review their laws relating to civil registration and vital statistics to align them to the UN P&R

We hereby support and commit to be actively engaged in: The implementation of the Africa Programme on Accelerated Improvement of Civil Registration and Vital Statistics (APAI-CRVS) and the related regional Medium-term Civil Registration and Vital Statistics Plan; The organization of the second ministerial Conference in South Africa in September 2012 and provision of the necessary technical and logistical services to our ministers; Supporting the regional CRVS Secretariat established at the ECA in its effort and promoting the regional policies and programmes on CRVS.

We urge: Countries to develop monitoring and evaluation systems for their censuses; Those countries that have not yet submitted the completed questionnaire of the CRVS Assessment Study to do so within one month; Countries to prepare comprehensive national CRVS plans Countries to further strengthen and facilitate coordination between NSOs and CR Authorities in managing and monitoring the challenges of their CRVS systems.

We therefore call upon: The ASSD Secretariat to finalize the study on the 2010 RPHCs The ASSD Secretariat to establish a Resolutions Management Committee WHO, UNFPA, UNICEF, UNHRC and other partners to continue their support to the implementation of the APAI-CRVS at regional and national levels WHO, HMN to support the APAI-CRVS by mobilising resources, support the Young Statisticians Agenda on CRVS, provide technical leadership in planning and organising of the eighth ASSD Sub-regional organizations and RECs to actively participate in the promotion and implementation of the APAI-CRVS.

The UNSD to scale up its efforts of improving and revising the international instruments on CRVS systems Young statisticians and the statistics community in general to acquaint themselves to the broad-based regional initiative of improving CRVS systems in Africa NSOs to create platforms for the Young African Statisticians to participate in statistical programmes; Research institutions in legal, public health and administration fields and STCs contribute in building the capacities of countries in the operation and management of CRVS systems; Regional organizations and partners to reinforce the capacity of countries in CR management and production of reliable vital statistics

AfDB, ECA, AUC and partners to further strengthen the regional CRVS Core Group and endeavour to be as inclusive as possible AUC to take steps to institutionalize the ministerial conference as a standing regional platform ECA to institutionalize the activities of CRVS systems in the African Centre for Statistics Countries, the Core Group and other partners to give due consideration to the findings and recommendations of the technical working groups that met during the 7th ASSD -
