Committee on Regulatory changes required for Skills in Higher Education

Present Status Technical Education (AICTE) regulation and process handbook are in place Non Technical (UGC) – Community Colleges, B. Voc. Regulations have been formulated The committee felt there are too many existing regulations in the higher education system, which need to be rationalized Need is to use the existing regulations to enhance/encourage the presence of skill based courses in universities

Recommendations Sensitization of UGC/AICTE towards existing skill based regulations throughout the country Integration of credit systems with the regulations Mobility guidelines for intra and inter courses. Bridge courses between the academic and skill based courses. University regulations should be rationalized to respond to Skill Development courses at UG/PG levels. Eligibility norms for the eligibility of skill faculty should be relaxed to enhance inducting industry representatives in the faculty. Remove barriers. Guidelines to be issued by MHRD/UGC/AICTE for enhancing the participation of industry in designing and assessing the skills of the students Compulsory vocational courses in technical institutes Interministerial guidelines for recognition of skilled professional as per NSQF levels. Policy for model Curriculum based on the standards recognized by the industry and as per needs of the industry. MHRD should facilitate Tax exemptions for the industries contributing to skill development
