Policy, legal and regulatory frameworks: To give investors/captains and titans of the industry the confidence needed to commit their capital: Colossal, long-term, borrowed: Predictability Starting a business Labour mrk regulations – work permits; too much protection of workers/strong trade unionism Infrastructure – Hard/traditional/orthodox and soft = Quantity and quality: Roads, ports, airports, railways
