Intermittent Capacity Resources Working Group Created November 2002, part of RAA-RC Goal: Develop methodology to allow these generators to participate in PJM Capacity Markets Address unique challenges of developing a means to calculate capacity value for generation assets that cannot be dispatched at will e.g. wind, photovoltaic Capacity credit calculation approved April ’03 Implementation June ’03 Proactively worked with owners/operators/developers of in-service and planned wind farms to facilitate qualification for participation in capacity market 5/2/2019

PJM’s Wind Capacity Credits Based on real operating data when available Three year rolling average of hourly outputs: For the 4 hours ending 3 to 6 PM… On the summer days of June 1 to August 31 Incl. Wind “Class Average” Used for each year operating data is unavailable Equals 20% of Net Capability (Nameplate less Station load) Replaced by actual data in rolling average calculation as operating data becomes available 5/2/2019

22 System Functionality Overview
GATS = Generation Attribute Tracking System GATS - a regional information system that will track the environmental attributes of generation and will support reporting, compliance and verification requirements related to environmental compliance and related markets. GATS is designed to be policy-neutral to the greatest extent possible. The system will: assist LSEs in their compliance with applicable emissions and fuel disclosure requirements, assist LSEs in their compliance with state-level RPS regulation or renewable policy, and enable voluntary bilateral markets for renewables. 5/2/2019

23 PJM-EIS Overview PJM Environmental Information Services, Inc. (EIS) owns and administers the Generation Attribute Tracking System (GATS). EIS is a wholly-owned subsidiary of PJM Technologies, Inc. (Tech) EIS was formed to provide environmental and emissions attributes reporting and tracking services to its subscribers in support of portfolio standard and other information disclosure requirements. Subscribers to the GATS will enter into an agreement with EIS for access to use the system. The agreement will define the: user fee structure, terms of use, and business rules. 5/2/2019

Renewable Portfolio Standards Adopted New Jersey BPU will require use of GATS once operational Maryland Regulation under development, requires use of GATS Pennsylvania Regulation in process, stakeholders support GATS District of Columbia Regulation development process just beginning Delaware Regulation development process just beginning Renewable Portfolio Standards Under Consideration Illinois – Commission issued directive to Illinois utilities on voluntary RPS program 5/2/2019
