3 The history of CEMAT Past CEMAT sessions - CEMAT it is the only framework for pan-European co-operation on spatial development policies within which members and non-members of the European Union can gather on an equal footing at the level of Greater Europe. - The Council of Europe’s activities relating to spatial planning began in 1970 in Bonn with the 1st session of the CEMAT.

7 The history of CEMAT Contributions of CEMAT to the field of spatial planning - Guiding Principles for spatial planning have garnered strong commitment and support at national level and have permeated the national spatial planning culture. - The Glossary of terms contributes to promoting a common understanding of key concepts and terminology in spatial planning in the European context. It is particularly valuable in creating a common European reference for spatial problems.

8 The future of CEMAT Perspectives on the possible areas of interest, institutions to support the organization of CEMAT, based on the questionnaire answers - Within the study on Functional Areas, the last section of the questionnaire centered on the future of CEMAT. The main themes covered by the survey are: the benefits that CEMAT has brought to the field of spatial planning in each CoE Member States the future format of CEMAT the Presidency of CEMAT and the XVIIIth CEMAT reunion Possible institutional structure of CEMAT Further directions

9 The future of CEMAT The benefits that CEMAT has brought to the field of spatial planning in each CoE Member States : Promoting joint ideas, joint concepts, critical debates, exchange of experience and sharing good practices Framework for national, regional and local policy-making Promoting spatial planning activities Improving a better common understanding of key concepts and terminology in spatial planning Networking A source of inspiration for other organizations, academia, practitioners and local authorities A source of inspiration in the development of a framework to enable the participation of regions, municipalities and citizens in spatial planning

10 The future of CEMAT The future format of CEMAT:
- Most countries that filled the questionnaire also expressed their support for organizing CEMAT in the future, based on two main arguments: CEMAT is the only pan-European platform of territorial development and spatial planning CEMAT is a framework for the evaluation of national and transnational strategies for sustainable spatial and socio-economic development in Europe. - Proposals to change the format include: finding a particular purpose and a tighter connection to other global or EU processes organizing operational meetings avoiding overlapping with the activities of some other organizations

11 The future of CEMAT ? The Presidency of CEMAT and the XVIIIth CEMAT reunion: - At the moment, no CoE Member State expressed a firm intention to take over the Presidency of CEMAT and the XVIIIth CEMAT reunion

12 The future of CEMAT Possible institutional structure of CEMAT:
The Committee for Culture, Heritage and Landscape (CDCPP) The European Committee on Democracy and Governance (CDDG) Secretariat functions in Council of Europe Closer contact with Network of Territorial Cohesion Contact Points (NTCCP) Intensifying cooperation between experts under the coordination of the Council of Europe

13 The future of CEMAT Further directions: Main objectives:
Achieving better links between EU policies and national spatial planning systems Building a common knowledge and understanding of the major trends of the global changes affecting the territory Strengthening cooperation Spreading good practice instead of focusing on written declarations - Specific themes (examples) Spatial planning and climate change Governance of functional areas Migration and demographic changes Limit the growth of settlements’ area Quality of urban living space

14 Instead of conclusions, further questions on the future of CEMAT
How can closer co-operation with other organizations active in field can be achieved? What is the proper way to provide technical and financial support for the organization of future CEMAT sessions? Is it necessary to have a technical secretariat? And how can it be supported on a financial, technical and administrative level? Will there be a next CEMAT session?
