4. Definition of output
Defining output difficult for most collective services
There may be some exceptions, eg:
Social security (individual service)
Tax offices
Patent offices
Law courts
Prisons
Audit offices

5. Use of activity indicators
When defining output or finding representative output indicators is impossible, in some cases activity indicators can be used (eg defence or police)
Generally, for collective services input methods remain necessary -> Commission Decision 2002/990 does not require output methods
Much more research necessary in co-operation with departments to define output

For collective services two additional B methods:
Sum of separately deflated inputs, taking quality changes of the inputs into account, without productivity adjustment
