LIHEAP Weatherization Funding Categories Fifteen percent set-aside for weatherization Includes but not limited to installation of insulation, reduction of infiltration, windows and doors, heating system (retrofit, repair, replacement), and baseload measures Weatherization-related home repairs, including those necessary for worker and occupant health and safety Up to five percent for energy/consumer education May be used to provide energy education and energy-based incentives to LIHEAP-eligible households or groups Up to five percent for training and technical assistance May be used at subgrantee level for training and workshops necessary to maintain or improve technical skills

How is Oregons LIHEAP Program different from other efficiency programs? Individual efficiency measures do not have to meet the SIR of one or greater threshold $6,000 per unit expenditure average Health and safety measures can be completed independent of major energy efficiency measures No per unit health and safety expenditure limit Windows and doors can be completed as an efficiency or health and safety measure

Why is Oregons LIHEAP Program different than other efficiency programs? Allows flexibility when blending LIHEAP funds with DOE or Public Purpose on individual projects Allows health and safety issues to be addressed in absence of efficiency measures Allows replacement or repair of heating equipment as a health and safety activity when not cost- effective Increases overall health and safety budget and allows for activities outside the scope of DOE program Helps reduce the number of deferrals

Allowable Health and Safety/Incidental Repair Activities Repair/replacement of nonfunctioning or unsafe gas ranges Repair/replacement of water heating equipment Plumbing and/or electrical repair Heating equipment repair/replacement Floor and/or drywall repair Minor roof repairs Window and door repair/replacement Indoor air quality/mechanical ventilation Combustion safety repairs Lead safe weatherization
