Undertook Direct Field Discussions and Research Completed Three Training Modules, in written format, on the following topics: Module 1: What is Governance? Module 2: Relationship of Police Governance to Police Executives Module 3: Strategic Planning, Budgeting and Goal Setting

4 What Phase One Taught Us
The modules, are in a thick textual format that may inhibit use by commission members. There is not enough cultural and historical context about First Nations policing. Publication of the current material without piloting it and modifying its format would meet a short term end, but probably not be used much. More research is needed on current practice and a better sharing of lessons and successful practice across the country. The written textual format is inadequate for the way people learn today and there is a need to have any material in electronic format. The material focused on Stand Alone Commissions but there needs to be a better understanding of the role of Community Consultative Committees in the context of RCMP-policed First Nations.

5 Phase Two: Objective The objective of Phase Two is to get the first three modules right in terms of the criticisms outlined above, develop the adaptive tools and republish (in electronic format) these modules.

6 Phase Two Activities Pilot and test current modules to get user feedback. Build an opening module that would trace the history of FN policing (pre and post colonial). Create a section entitled, “Just What a Commission Member Does” including time commitments. Convert the modules into a more user-friendly format by Using shorter, more graphic text. Develop scripts for adaptation to audio and video formats. Create audio and/or video products. Make all material electronically available in the adapted format. Develop more interactive tools, such as Self-tests. Checklists. Short case studies. Templates for adapting material to local situations.

7 Guiding the Project Project management. Managed by CAPG with direction provided by the FNPGC Pilot and Testing: consultant to set up, participate and record results. Module adaptation: Research and writing on FN history and cultural context. Adaptation of modules based on testing. Developing scripts for audio. Developing interactive elements.
