2. Historically Districts have been required to make available 1,000 instructional hours on average for their district. This single measurement allowed averaging between grades, I.E. elementary and high school, to meet the 1,000 hours.

3. SHB 2261 Passed in 2009 Requires instructional hours to be measured by grade. Imposes a higher standard of 1,000 for grades k-6 and 1,080 for grades 7-12. Effective for school year 2014- 15

4. State Board of Education Under RCW 28A.150.220 SBOE is provided the authority to promulgate rules around this requirement. SBOE anticipates no news rules. The definition of instructional hours remains unchanged since 1992!

5. RCW 28A.150.205 Instructional Hours means those hours students are provided the opportunity to engage in educational activity planned by and under the direction of school district staff, as directed by the administration and board of directors of the district, inclusive of intermissions for class changes, recess, and teacher/parent guardian conferences that are planned and scheduled by the district for the purpose of discussing students educational needs or progress and exclusive of time actually spent for meals.

7. Summary of Q&A (1) Zero period and after hours instruction outside of the regular school day may not be included. The inclusion of passing time is limited to class change time between classes. Before and after school do not meet this standard.

8. Summary of Q&A (2) Teacher/parent-guardian conferences may be included regardless of presence of students. This would include early release or full day release for parent teacher conferences. WAKIDS (Family Connection Days) may be included as parent teacher conference time.
