3 What is CzechELib? National Centre for Electronic Information Resources (EIR) Managed by Czech National Library of Technology and Ministry of Education, Youth and Sports Represents all major users of EIR in Czech Republic Is co-funded by the European Union – Operational Programme Research, Development and Education in the years 2017 – 2022 Total costs 1,3 billion CZK

4 What is CzechELib? Ensures the effective purchase of EIR in CR
Aims to significantly reduce public spending on related administrative activities Negotiates licence agreements for research organizations Covers broad range of EIR (STM, SSH) Provides support with access and use of EIR Manages and evaluates the statistics

2016 – preparation of the proposal to Ministry 2017 – adminstrative preparations (setting of the régime, preparation of rules, negotiating with institutions, collecting power of attorney, vote on EIRs) 2018 – beginning of funding, administrative tasks (licensing, negotiating with institutions and EIR suppliers)

9 Project rules for institutions
Electronic information resources (EIR) has to be for research Participating institutions must conduct research Funding up to 50% of the prices of EIR 70% funding for citation analysis tools (WoS, Scopus, SciVal, InCites) At least 3 institutions for each EIR

10 Project rules for suppliers
Remote access of EIR Using of Shibboleth CzechELib Standard License Possibility of early termination of the contract with the supplier

11 Purchase of electronic information resources
EIR are purchased through public tenders (negotiated procedure without prior publication) 20 public contracts for EIRs for and more coming for EIRs from 2019+ 7 public contracts for other services (legal, publicity, hardware, office equipment) Payments are made in original currency (not CZK) Guaranteed exchange rate from National Bank

12 Who can participate? CzechELib aims to cover with EIR fields of research, development and innovation in the Czech republic Universities, Research Institutions, Public Libraries, Hospital, others (Czech Science Foundation, National Film Archive, National Museum, National Technical Museum, Office of the Government of the Czech Republic, The National Gallery in Prague)
