*Delegates met to revise the Articles of Confederation

They decided the Articles were too weak and not worth saving.

The Virginia Plan 2. Representation would be based on population. (larger states would have more votes than smaller states)

The New Jersey Plan *1. Government similar to the Articles of Confederation.

The New Jersey Plan 2. A one-house congress in which states would have equal representation and therefore equal votes.
