ENHANCING REAL ESTATE DEVELOPMENT THROUGH COLLABORATIVE EFFORT:THE STRATEGIC ROLES OF BUILDERS A PRESENTATION BY THE COUNCIL OF REGISTERED BUILDERS OF NIGERIA (CORBON) AT THE 2018 REDAN BUILDING EXPO, MUSA YARADUA CENTRE, ABUJA DELIVERED BY THE REGISTRAR, BLDR.(DR) PETER KUROSHI, PhD, FNIOB

2 Introduction Council of Registered Builders of Nigeria, CORBON was established by Federal Republic of Nigeria Act Cap No. 40(formerly known as Decree No. 45 of 1989). The Council, as defined in Section 2 of the law, is a body corporate empowered: to regulate the practice of building construction, maintenance, and management in Nigeria. Regulate and control the practice of Building profession in all its aspects and ramifications among others. CORBON was awarded the role of a Sector Skills Council in 2014 by the National Board for Technical Education (NBTE) with a mandate under the NSQF to promote Skill development in the Building sector.

3 CORBON as a Sector Skills Council
CORBON is contributing to skill systems in Nigeria through; Development of National Occupational Standards for the appropriate skills, and productivity improvement. The design and approval of Apprenticeship frameworks for the absorption of persons into the skills, Brokering Sector Skills Agreements Creating Sector Qualification Strategies Cooperating with other stakeholders in monitoring and evaluation of training programmes for apprentices and other levels of the skills. For example, CORBON is currently training 16,800 would be skilled artisans in Six Construction Trades in Partnership with National Social Investment Office(NSIO). Segmenting Building trades for the purpose of specialization Standardising the conditions of service with respect to wages and welfare schemes.

5 Real Estate Developer vs. A Builder: Any difference?
Real estate developers are effectively the entrepreneur that make a new building happen. They go out and buy the land, they put a team in place (architect, engineers and so on), they get the necessary approvals to build (with the help of the team of course), they finance the deal, and then they get a BUILDER to actually construct the project. Developers are like an orchestra conductor. They don’t play any instruments, they just direct the performance.

6 Why Strategic partnership with REDAN?
Commercial real estate is a challenging and competitive industry that change continuously as the economic and political landscape fluctuates. In this complex environment, real estate owners need solutions that provide an edge over their competition. While there seems to be a lot of focus solely on increasing the market value of an asset, an equal amount of real focus should be on increasing the potential of the building which can be enhanced by ENGAGING A BUILDER for a positive impact on business outcomes. Asset potential is rarely increased or realized by accident. Positive outcomes are almost always due to a deliberate desire to improve beyond the status quo. Conversely, maintaining the status quo will not always produce desirable results.

7 Collaborative Effort-Making it Happen
Value is not created entirely with independent knowledge and expertise. Hence, it is critical to find a partner or partners that can help find creative data-driven solutions. When selecting a strategic partner or aligning with vendors, consultants or Builders for real estate development, it is important to ensure they have the right tools at their disposal — and the right people to implement them. The right strategic partner not only brings well thought-out solutions to the table, they also help formulate a strategic plan for operational excellence over an extended period of time. The journey is ongoing and constantly evolving, so the plan to maximize asset potential must be living and dynamic.

8 Enhancing Real Estate Development: Builders’ Roles
A Builder is an academically trained specialist and statutorily registered with CORBON and is responsible for Building Production Management, Construction and Maintenance of Building for the use and protection of mankind. The Building Production Management standards are subject to: i. Construction Program ii. Project Quality Management Plan iii. Project Health and Safety Plan iv. Construction Budgets v. Construction Methodology vi. Early Warning System Chart vii. Information Requirement Schedule viii. Comprehensive Building and Maintenance analysis.

9 What are the Benefits? Adherence to production standards and specifications at first attempt reduces the cost of rework. Protection of employees and the public from hazards that may arise due to production activities. Efficient management of production resources. Adherence to statutory requirements that may be necessary during production activities. Adherence to tests, inspections, quality certifications etc. as may be required. Early detection and timely detection of delay events to ensure timely completion of construction projects. It provides the basis for the resolution of construction related disputes among others.
