Who: Proposed by Henry Clay (KY). Debates led by John C. Calhoun (SC) and Daniel Webster (MA) What: One bill designed to settle arguments over slavery in the West & land from Mexico The debate lasted all summer, eventually ending in the defeat of the 1 bill. Stephen Douglas (IL) submitted the bill as 5 separate bills, each of which passed

5 Part 1: California Discovered gold in CA in 1848
Population grew a huge amount Delegates wrote a state constitution Miners disliked slave labor, so slavery was banned Under Compromise of 1850, added to the Union as a Free State Broke the balance in the Senate: 16 Free, 15 Slave Without balanced states, the South wanted something else

6 Part 2: Fugitive Slave Act
Compromise included a strict Fugitive Slave Act Made to appease the South Allowed slave-owners to go to other states and capture runaway slaves Any African-American could be accused of being a runaway slave Judges were paid at each case involving an accused runaway slave $5 to let them go, $10 to return to plantation Some northern states refused to enforce the Act

7 Part 3: Popular Sovereignty
To solve the question of slavery in territories, the Compromise used 2 ideas For territories from the Louisiana Purchase, the Missouri Compromise applied For the new territories of Utah and New Mexico, they create Popular Sovereignty Popular Sovereignty meant that the citizens of a territory would get to vote on whether to be a free territory or a slave territory

8 Part 4: Washington, DC Slave Trade
Washington, DC, allowed slavery Northerners didn’t like this More African-Americans in DC were free than slaves Compromise of 1850 banned the sale and purchase of slaves in DC Still allowed people to own slaves in DC Appeased northern and southern feelings

9 Part 5: Texas Borders Texas claimed a lot of land as its own
2x the size of Texas today Texas was a slave state, giving more land to slavery 4 plans were made Pearce plan chosen Pearce Plan made Texas have its modern borders The rest of the land became parts of the Utah and New Mexico Territories
