The diagnostic: examining the transition to employment
The Assédic* registers the Job Seeker and evaluates the risks of long-term unemployment The Assédic informs the Job Seeker of his/her rights to unemployment insurance and his/her obligations The Assédic sets up an interview for the Job Seeker with the ANPE, the National Employment Agency The ANPE carries out the first professional interview, confirms the Job Seeker’s profile, sets up the PPAE (profile, projet and action plan) The ANPE can entrust organisations, contracted by the ANPE, to elaborate and implement the PPAE The Assédic, in collaberation with the ANPE, can entrust private sector organisations, contracted by the ANPE, to assist beneficiairies who are experiencing particular difficulties in finding employment * Association for Employment in Industry and Commerce Unédic-DRII Patrick Bollérot

The Personalised Project to Access Employment (PPAE)
The PPAE, within the framework of a programme adapted to the Job Seeker’s profile, defines the personalised support measures intended to accelerate a return to employment The PPAE determines the types of employment which the Job Seeker should target and the support required to access such employment Unédic-DRII Patrick Bollérot

A Single Dossier for the Job Seeker (DUDE)
Monitoring the beneficiary’s transition to employment is undertaken by means of the DUDE and, in particular, a common IS linking the UNEDIC* and the ANPE The DUDE contains all the relative data collated by the different institutions or participating organisations offering employment services (ES) The DUDE is upadated in real time (at least daily) : interviews, offers of employment, training or services… Creation of a single access point to the DUDE for all trained ES operators * National Occupational Union for Employment in Industry and Commerce Unédic-DRII Patrick Bollérot

The PPAE establishes a personalised programme: Programme 1
Reserved for Job Seekers who are immediately employable in buoyant or high growth sectors (duration 3 months) Concerns approx. 15 % of Job Seekers The ANPE puts the Job Seeker in contact with employers and advises the Job Seeker on how to find employment (writing a CV, preparing for interviews with employers) Unédic-DRII Patrick Bollérot

The PPAE establishes a personalised programme: Programme 2
Reserved for Job Seekers who are unlikely to remain unemployed for any length of time Concerns approx. 67 % of Job Seekers + Job Seekers from Programme 1 who remain unemployed after 3 months of seeking employment The ANPE guarantees a minimum of monthly interviews commencing the 4th month of unemployment with the same «referring» adviser until employment is found The Job Seeker can access the different ANPE services (assessment of competencies, Validation of Skills, additional training, qualification contract) Unédic-DRII Patrick Bollérot

The PPAE establishes a personalised programme: Programme 3
Reserved for Job Seekers at serious risk of long term unemployment Concerns approx. 12 % of Job Seekers Support is provided by an approved private or public sector operator who is responsable for collating and presenting job offers to the Job Seeker The Job Seeker has individual follow-up appointments, on a weekly basis, with a «referring» adviser in dedicated offices The Job Seeker receives addional support in his/her job search, which continues after the Job Seeker has found employment The operator is remunerated according to how quickly the Job Seeker finds employment and the duration of the new employment Unédic-DRII Patrick Bollérot

Updating or modifying the PPAE
After 6 months of unemployment, the ANPE or body assisting the Job Seeker, work with the Job Seeker to update the PPAE. If necessary, the Job Seeker is offered an appraisal of his/her competencies After 12 months of unemployment, the PPAE can be modified to take account of the particular difficulties experienced by the Job Seeker in finding employment. Targeted UI support to accelerate reclassification
Subsidized training in buoyant or high growth sectors and pre-employment Training costs (transport, accommodation) payable by the Job Seeker Preparation for diplomas and professional certificates for the Validation of Skills Additional support for seasonal workers, entrepreneurs and individuals who are able to accumulate benefits and remuneration Unédic-DRII Patrick Bollérot

Initiatives to encourage a return to employment
Sliding scale of assistance for employers who recruit long-term unemployed Job Seekers Relocation allowance for Job Seekers who find employment away from their domicile Training allowances and aid to employers within the framework of qualification contracts for young people with no qualifications Aid to create an enterpise equal to 50 per cent of claimable benefits Differential reclassification aid for Job Seekers who accept employment that is less well remunerated than their previous employment Unédic-DRII Patrick Bollérot

Monitoring the implementation of the PPAE
Job Seekers must undertake positive and continued job search activities and respect their obligations under the PPAE Job Seekers who fail to respect their obligations will be sanctioned Unédic-DRII Patrick Bollérot

Types of sanctions The Assédic can suspend the payment of benefits when a Job Seeker fails to attend appointments or makes inaccurate or false declarations Under such circumstances, the Assédic transmits the dossier to a Government representative who can decide to temporarily or permanently suspend the payment of benefits The Assédic can also transmit the dossier to a Government representative if it has doubts as to the genuiness of the job search or the willingness to undertake training; in which case, the representative may reduce the amount of benefits paid The ANPE can also strike the Job Seeker from the Job Seekers’ register when the Job Seeker fails to respect the obligations she/he formalised in the PPAE The Assédic can suspend the payment of benefits (for up to two months) in the event of false declarations to fraudulently receive benefits. In which case, the Assédic transmits the dossier to a Government representative who can decide to temporarily or permanently suspend the payment of benefits The Assédic can also transmit the dossier to a Government representative if it has doubts as to the genuineness of the job search = 50% of transfers to the DDTEfp The ANPE can strike (temporarily for between 15 and 60 days) Job Seekers from the Job Seekers’ register when a Job Seeker fails to respect the obligations s/he formalised in the PPAE Unédic-DRII Patrick Bollérot

STATE-ANPE-UNEDIC Agreement Project on coordinating ES activities
Reinforces the new UI Agreement Lays down the implementation procedures for «operational harmonization» between the ANPE and the UI Envisages the creation of a «one stop shop» in, not least, every region Remote services (updating, attestations, job offers, etc.) in the agencies of both institutions Joint Training Activities for agents First professional ANPE interview in branches of the Assédic Envisages the creation of 300 «employment houses» in villages and intervillages Tripartite Agreement Project between the State-Unédic-ANPE on coordinating ES activities within the framework of the Law on Programming for social cohesion of 18 January 2005 Creation of a « one stop shop » where Job Seekers can access ANPE and UI services : currently there is a 21 day waiting period between registration and the first inteview; the aim is to gradually reduce this wait to 8 and 5 days, respectively Creation of « employment houses » in villages and intervillages in order to federate private and public sector job seeking activities within their territories. Their activities will cover 3 particular areas: Anticipating the needs of the Moe and adaptating the Moe to the economic climate Access to and return to employment The development and creation of enterprises They will address the needs of salaried workers seeking employment and of enterprises They will bring together, under the umbrella of the State, the ANPE and UI, all other organisations providing employment services to the public (local communities, temporary employment agencies, associations assisting with reintegration, training organisations, etc.).
