New organisation Establishing an industry-led entity fulfil quality mark function Options include charitable status, limited by guarantee or not-for- profit organisation Extension of MCS Model provides remit for quality mark that must be adhered to for organisations to legally operate Extension of Trustmark An established, Government-backed quality mark that would cover whole of construction industry

Rationale for quality mark framework
Avoid duplicate processes, structures and costs, eg data provision Simpler installer engagement Brand recognition/understanding without dilution to the consumer Introduce competitive performance targets and link to education where necessary Remove risk of niche schemes without financial clout Deliver a single model that service providers have to pay to access (links to Private Finance, Building Regs, RHI, ECO etc) Do Nothing Option Brand conflict Industry confusion and scheme abandonment Drift to lowest common denominator of operations Complexity for consumer remains with lack of trust and investment in the sector
