Articles of Confederation
1781: Articles of Confederation are ratified by new 13 states Federal Gov in Phila., each state gets one vote in Congress Need 9 out of 13 states to pass laws Northwest Ordinance of 1787 set requirements for new states to be admitted to US – no rights for Indians

Problems w/ Articles of Confederation
Each state had equal Congressional rep regardless of pop. Fed Gov can’t tax No executive or judicial branch States have more power than Fed Govt

Constitutional Convention
Problem #1 - unfair congressional representation 1) Virginia Plan (James Madison) would base representation on state’s population 2) New Jersey Plan (William Paterson) would give each state two reps 3) The Great Compromise - Senate: each state get two reps - House of Rep’s: reps based on pop. Problem #2: South wants to count slaves towards population, North does not - Three-Fifths Compromise Each slave would count as 3/5 of a person Problem #3: States have more power than Fed Gov - Madison proposes new constitution, will give Fed Gov more power but states can still make own laws
