Durability in the UN R WLTP

Background As a result of the work carried out by the Durability TF, including the contribution of JRC and LAT for the experimental part and the literature study, the Commission came forward with a proposal for the revised WLTP Durability procedure. This proposal was presented at the DTF telco of 13 September 2018, but was not agreed. At the 24th WLTP IWG meeting of September 2018, the chair of the DTF informed the IWG that there was no room to reach a consensus on the WLTP Durability procedure in time for the Transposition informal document, which was then scheduled to be ready by end of 2018.

The European post-Euro 6/VI project
In the meantime the European Commission has started the post-Euro 6/VI project, which will provide the strategy to address vehicle emissions in Europe for the next decade. Several elements of this project overlap with the WLTP Phase 2 and the Durability procedure is one of these elements. Due to the impossibility to reach a consensus at UNECE level on the WLTP Durability procedure, the Commission is of the opinion that it cannot remain as part of WLTP Phase 2. However, a solution for the Transposition project (i.e. UN RWLTP and UN R 83 08) should be found.

Durability in the UN R WLTP
Deterioration factors are essential elements of the emission type approval procedure, because vehicles must show compliance with emission limits taking in account the deterioration of the after-treatment systems with mileage. For UN R WLTP it is proposed the following: For Level 1a, adopt the Durability procedure in Regulation (EU) 2017/1151 For Level 1b, adopt the Durability procedure proposed by Japan For Level 2, the Durability TF will combine the above. The timeline for this shall be aligned to the Transposition project.
