There appears to be a general consensus among stakeholders that NFE is an indispensable access route to education at PPE level NFE should therefore be seen as another important avenue for provision of education and not a mere alternative Just as the case of Uganda, it does not necessarily follow that availability of formal schooling implies total enrolment.
