Problem statement
In 1997, The government of Uganda introduced UPE which saw enrolment rise from 3 to about 7.5 million
The upsurge strained school infrastructure and has since 2003 translated in higher demand for PPET
PPET largely favors mainstream schooling and cannot accommodate the increased demand
This has since prompted debates in alternative pathways to PPET
Hence an exploratory study of NFE as an alternative avenue for PPET

Research methodology
The study was largely a desktop review.
Data and relevant literature was extracted from MoES, Higher Institutions of learning, development partners, and selected NFE centers
A purposive sampling was carried out, key informants interviewed in order to get first hand information for enrichment and triangulation

Main results
Supportive structures and Efforts for PBNFE are highly fragmented
Marginalized groups benefit more from PBNFE
There is growing public support for NFE at all levels as an alternative access route to education
There has been pressure from NGOs and development partners for NFE
Lack of a clear linkage between PBNFE and FE
Government is seemingly supportive of NFE but:
points to limited resource envelop
There is no policy in place for PBNFE
A number of policies render some credence to NFE

Main lessons learned
It is largely impossible for any future educational programmes to pass without due consideration of NFE
The role of NGOs and development partners is critical in policy formulation and implementation
Governments are willing to adopt pro-people policies but only limited by resource envelop
There is government commitment to the adherence of EFA, MDGs and other international conventions and protocols
EFA cannot be realized unless NFE is given a special attention

Conclusions: Main messages
Given the country(s) commitment to realize EFA goals, there is a promising future to NFE.
There appears to be a general consensus among stakeholders that NFE is an indispensable access route to education at PPE level
NFE should therefore be seen as another important avenue for provision of education and not a mere alternative
Just as the case of Uganda, it does not necessarily follow that availability of formal schooling implies total enrolment.
