2 POR Task Force Products
Following a presentation to the RRT the NWACP steering committee directed our group to work to: Finalize changes to the POR Decision Memo and Matrix for RRT Approval Create a Outreach Plan Create guidance and update the POR chapter of the NWACP to explain how to use POR decision tools. Exercise the POR tools These are the 4 tasks assigned to this task force by the steering committee. The Decision Making Memo was tested during the Sea River Exercise in the beginning of May. The biggest item interest came out of this exercise was that two different groups, one of which had no previous exposure to the matrix separately came up with nearly identical weights for the risk and consequences portion. Of significant note also, in a fully manned ICS structure, he whole process was done in one operational planning cycle.

3 Accomplishments The POR Decision Memo & Matrix and Quick Decision Guide are ready for incorporation in the POR chapter of the NWACP The final version will incorporate the recommendations from the last RRT meeting POR Chartlet/Tool format has been completed with individual potential POR sites are being completed. The Decision Memo / Matrix has been demonstrated to the RRT committee and been tested/evaluated during a industry lead exercise. The changes recommend at the last RRT meeting and inputs to the draft by taskforce members have been incorporated into the final draft that will be submitted to the Steering Committee. The Potential POR Chartlet/Tool (basic logistical and environmental information ) format has been completed with the Oregon potential sites being worked on first.

4 Challenges & Next Steps
Outreach Plan– we started to develop an outreach plan but realized the NWACP Outreach Task Force can help! We need to ensure consist messages around What is a POR? What does it mean to be a Potential POR? What is considered when making a POR decisions How are POR decisions made? Also… how with the NWACP get these messages out? Identifying additional potential POR Sites and the logistical information for the POR chartlet/tools will be an ongoing project. We need guidance from the RRT… where will the potential POR sites tools be posted? The out reach plan is on-going to be done in conjunction with the Outreach task force. Once the Outreach TF defines the process and methodology, we will develop the message and to whom the message needs to be delivered. The POR chapter will be vetted in the next couple of months, after the memo/matrix and the hasty sheet has tentative buy in by the RRT membership. As the POR matures, additional potential POR sites will be identified as needed and the appropriate Potential POR chartlets will be produced. As discussed at the last RRT meeting, our vision is that the potential POR sites will live on the NWAC/RRT site (Scott Knutson said that he and Linda Pinkey-Jarvis would work this issue). When a website is identified, we can begin uploading the Potential POR chartlets.

5 Next Steps Next POR meeting is being scheduled for the 2nd or 3rd week of Jun Reviewing the final draft of the Decision Making Memo / Quick Decision Guide prior to submittal to the Steering Committee Coordinate with the Outreach Taskforce on the POR outreach plan The near term items for the task force include: 1. Final buy in for the POR chapter from all taskforce members prior to submittal to the Steering Committee. 2. Developing the public message, to move forward after the methodology is developed by the Outreach Task Force. 3. Continue working on the chartlets for all the presently identified potential POR sites.
