2. Board Discussion Items for 2016
Jim Robb presented the Board with some possible 2016 discussion items:
Developing a Statement on Regulatory Philosophy :
“it is appropriate for the company to articulate its philosophy regarding its regulatory accountabilities and how data and information can best be used to inform WECC’s judgments.”
Setting and implementing an “Assessment Stabilization” strategy and adapting reserve policy accordingly
Reviewing the WECC Meeting Policy
Refreshing the list of reliability challenges
Initiating a process for WECC input to the NERC Board of Trustees

3. Jim Robb’s CEO Report to Board
Anticipate 2015 to end below budget
Cost Control and float/open positions
2016 BP&B and WECC-specific RDA approved by NERC BOT and filed at FERC for action
Several interventions in RDA docket from Western entities; NERC and WIRAB responded supportively
Recruitment program
Hired two newly graduated engineers from Utah State University
Program is delivering its objectives and graduates are learning quickly
Will expand the program to include four newly graduated engineers in 2016

4. Merchant Alert Protocol
MIC Chair presented this issue to the Board.
Board encouraged the MIC to continue to follow on this issue and ensure the functionality remains as it is important tool for reliability.

5. 4.9 Review Draft Paper
The 4.9 Review Work Group Report to the Board is now available for public comment.
The 30-day public comment period began on Monday, September 21, 2015 and will end on Wednesday, October 21, 2015.
