2. What is foreseen in the TS?
Revision of the National Emissions Ceilings Directive
New ceilings for ammonia using better assessment of CAP reform
Development of new Guidelines for NH3 applicable at farm level?
Rural Development Regulation (20% of CAP budget):
eligibility for funding of measures reducing NH3 emissions (e.g. agri-environment & meeting farm standards)
national plans to be drafted in 2006 evaluation by Commission in 2006
Investigation of Integrated measures to reduce NH3
Integrated approach to manage the nitrogen cycle:
Review of the IPPC Directive in 2006/7: feasibility of introduce cattle farming and new thresholds for pig/ poultry
Other integrated measures (feedstuffs & fertiliser use)

3. Preparatory study
“Integrated measures to reduce ammonia from Agriculture”
Objectives:
Assess impact of various set of measures on Nitrate, WFD, NEC and CC policies using a “cascade” of models
Analyse existing EU and International instruments
Identify and assess the most promising measures (notably animal feeding, better use of mineral fertiliser)
Impact assessment of a possible extension of the IPPC directive
Start in December 2005 – final report 13 months later
