9 1. Northern Trans-Pennine Routes
A66 is a key national and regional strategic link for a range of south north and east west movements, particularly for freight A more direct route than the M62 between many regions e.g. West Yorkshire and Glasgow Underutilised due to the mix of road standards which affect the reliability, resilience, safety and attractiveness of the route Feasible options identified and progressed to the next stage of development

10 2. M60 North West Quadrant M60 no further than 6 miles from city centre Network has insufficient capacity Poor journey time reliability Average speeds as low as 15mph Worst 10% for vehicle hours delay Rail routes some of the most crowded Air quality & noise have been a barrier to development

11 2. M60 North West Quadrant Significant journey time and resilience improvements from: – Northern Corridor package – Outer Orbital package – In-Corridor package The PT option should not be considered further Progressed to next stage to develop an optimal package

Trans-Pennine Tunnel Sheffield and Manchester are one of the poorest connected city region pairs in the UK Existing A628/A616 route is slow, has substandard alignment and is affected by weather events M62 / M1 route adds over 20 miles to journey NPIER demonstrates potential for transformational uplift in economic growth – highlights better interconnectivity between city regions as a key ingredient

13 3. Trans-Pennine Tunnel Construction of a scheme is technically feasible Average journey time savings of up to 30 mins Increased resilience Environmental benefits for Peak District National Park Tunnel length – between 12 and 20 miles Strong strategic case but a poor economic case

Mitigate impact of increased traffic and extend benefits of Tunnel to wider geography Wider connectivity improvements needed Improved the economic case Significant wider economic benefits Proposed an alternative to the full- tunnel

One of the most significant growth corridors in the country The lack of east-west rail and road connectivity results in strategic movements routing via London (M25) or the Midlands (M5-M42- M6-A14) Identify options to improve east- west connectivity to create an Expressway standard route between Oxford, Milton Keynes and Cambridge

18 5. M25 South West Quadrant Busiest section of the UK motorway network, carrying up to 220,000 vehicles per day Adding capacity to M25 not desirable. Road pricing rejected due to lack of capacity away from the M25 Options to reduce traffic demand and provide parallel capacity Two further studies: PT / LRN + make best use of existing M25 and Improvements to the SRN

19 5a. M25 South West Quadrant – SRN Strategy
Identify a package of short-term and medium/long-term options to make best use of existing capacity on M25 and improve the existing SRN, or additions to the SRN Expressway standard inner and outer corridors Considering integration with Heathrow expansion Study due to complete summer 2019

20 6a. A1 East of England Improvement – Follow-on
Initial study concluded full upgrade poor value for money Investigate Junction in more detail Relatively modest traffic volumes for a strategic corridor Strategic case dependent upon the potential large scale housing growth Need to understand timing & quantum of housing M11 M1

21 Key Lessons Ambitious study programme has highlighted the strategic case for transformational road investment Demonstrating the economic case with traditional tools has been challenging Complexity of economic growth agenda Management of stakeholder expectations – influencing RIS2 and beyond Need for a balanced investment portfolio
