A Complex SAN may be related to a single network element alteration, whereby the complexity of interconnect constitutes a Complex SAN. A Complex SAN may relate to a complete programme of multiple network element alterations that may or may not have inter-related changes. A Complex SAN may relate to a tranche within a programme of multiple network element alterations that may or may not have inter-related changes. The 12 month formal notice period should be preceded by as much informal relevant information and notice as is practicable. All of which may be accompanied by the caveat Subject to change. A degree of flexibility is required with regard to the proposed implementation timescale in order to accommodate specific operator difficulties in achieving the proposed timescale. The HL SAN must contain overall information of the scope of the Complex SAN, such as the number of and identity of the relevant network elements and the overall proposed timescale. The Detailed SAN must contain operator specific information related to the relevant network elements along with proposed dates for each network element alteration within the SAN. Where it becomes apparent that either BT or the CP will not be able to meet the proposed timescale for implementation, this must be communicated to the other party at the earliest opportunity no matter what stage of the process has been reached.

A detailed cost breakdown must be provided by the CP to support their application for costs. The timescales may drive higher than normal rates for costs due to limit on normally available resources. A degree of flexibility must be built in to allow for resubmission of costs after agreement, in order to cater for additional costs resulting from delays to implementation. When the SAN relates to a programme of multiple network element alterations then the costs must be agreed in relation to batches of the network elements. Costs must not be agreed on a per network element alteration basis as this would be unmanageable for both parties. This requirement would drive the issue of SANs for tranches of the programme of alterations rather than a single SAN for the entire programme.
