Overview of issues in session 5 (1)
There is a general consensus that the Internet will be a basic element for implementing NGN (the debate redundant/complementary seems to be over) It is further recommended to rely on Internet technology rather than Internet philosophy (debate : location of intelligence, suggestion : “intelligence from the network where appropriate”) On the other hand the IETF sees “NGN not fundamentally different from the always morphing Internet” So, now the question would better be : How the Internet should evolve to meet NGN requirements ? 4/27/2019

Ongoing activities in the IETF still keep the same line (“standardize technology that does not differentiate between real-time and data traffic”), The IETF covers areas where standards are expected for NGN (transport, security, emergency etc), but not all (billing, lawful interception) However, there is a concern that evolutions of the Internet lead to a proliferation of new protocols difficult to manage for implementers and operators 4/27/2019

Two major (and difficult !) issues are clearly identified for NGN standardization : Interoperability issues and Regulatory issues Interoperability issues are everywhere : Interworking with legacy networks Interworking inherent to newly defined/deployed protocols (the example of SIP is stressed with its too many profiles) Interoperability between networks elements and networks domains Regulatory issues are inherent to a basic requirement of NGN which is to provide open interfaces, but they are sometimes hidden behind technologies or new services (for example portability and "private television broadcasting" have been cited) 4/27/2019

Recommendations from session 5
1. The IP-based networks will be the backbone of NGN 2. Interoperability is the key issue in NGN Standard bodies should be aware that evolutions and completion of the IP-based networks should take into account NGN guidelines in order to solve interoperability issues ...which means we have to provide them very quickly ! The standardization of NGN does need close collaboration between SDOs, all actors have to actively collaborate : service providers, network operators, equipment manufacturers 4/27/2019
