Information Provision for Transitional Exit Capacity

Introduction European regulation 1775/2005 requires information to be published by TSOs on entry and exit capacity. The approved Mod proposals 249 and 195AV delivered the publication of necessary information at all relevant exit points for the Enduring Regime from October 2012 onwards. National Grid NTS is proposing to publish additional information on exit capacity to comply with the information provisions of the Gas Regulation for the Transitional Period (until October 2012). National Grid NTS is keen to develop its existing information publication for the benefit of the industry. Publishing these additional exit capacity data items will increase transparency in the transitional period enabling users to more fully understand the technical, contracted and available Exit capacity for each exit point.

Initial thoughts on additional Exit data items (1)
Technical capability for each exit point based on published baselines for enduring regime - updated annually (with ad-hoc updates as these are changed). Maximum interruptible capacity available at each exit point based on Maximum Supply Point Offtake Rate (MSPOR) – updated on a monthly basis*. Capacity bookings at individual Distribution Network offtakes based on the Offtake Capacity Statement (OCS) process – updated annually in October. * These can change at any time within a month

Capacity Bookings at NTS Directly connected offtakes based on aggregate Firm SOQ at the site - updated on a monthly basis* Capacity Bookings at interconnectors based on the aggregate Firm NTS capacity booking based on Downstream Capacity holdings - updated on a Monthly basis Actual NTS interruption by exit point. (Currently provided by Exit zone). Published within 2 days of interruption. * These can change at any time within a month

Going Forward National Grid NTS is proposing to raise a UNC Modification in order to publish the additional data suggested on National Grid NTS’ website. Timetable Draft Mod Proposal presented at October Workstream 1 October Proposal submitted to Mod Panel 15 October Closeout for representations 6 November Modification Panel decide upon recommendation 19 November Proposed implementation date 18 December Actual publication dates to be confirmed National Grid NTS invites views on the suggested additional information provision for Exit capacity in the Transitional period.
