3
The issue of population frames
Content The issue of population frames Some ideas to work on a frame population methodology 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
4
Terminology EGR frame methodology
Statistical activity: the chain of actions taken by a NSI in order to produce a collection of data items Frame: the tool/resource that provides the individuals for the population (= EGR) Frame population: the population built from a FRAME ( = best possible picture of target population). Target population: the population outlined in the survey objects about which information is to be sought Survey population: is the population from which information can be obtained in the survey 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
5
Business register challenge: providing statistical domains with register data on target population

6
How this works in practise?

Target and frame population IFATS for year T (1)
Target population IFATS: EU enterprises controlled by foreign institutional units Target population IFATS = target sub population of SBS SBS needs survey population at the end of year T Business register provides at the end of year T a SBS frame population with quality issues: Part of the provided enterprises are not active in year T Some (new) enterprises are missing Some enterprises are wrongly classified 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
8
Target and frame population IFATS for year T (2)
SBS corrects during the survey period for the quality failures with or without a feedback flow to the Business register SBS finalises the production process for year T at T+ n months and publishes (~) the target population IFATS attaches the country of the UCI using the business register, making corrections with or without a feedback flow to the Business register Business registers process the feedback in their `live´ register, generally without correcting the frame provided at the end of year T 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations

From preliminary frame population to the target population

10
What are the risks of this way of working for statistics on year T?
Different statistical activities publish data based on different perceptions of the target population inconsistencies in statistics Integrating data from statistical domains by micro linking is time/resources consuming and error sensitive process 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations

Core content of EGR Frame population IFATS (= SBS)
Identifier NACE code Size class Status Institutional sector code Country of UCI Event info (merger/takeover) 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations

15
Issues regarding target population and frames (1)
Different practises in the role of business registers: statistical activities which use the Business register but others don’t Statistical activities/business registers use different (operationalization's of) statistical units Business register quality on the moment a (survey) population is created ~ 20% not active enterprises ~ 5% missing enterprises Mistakes in classifications like NACE Not processed events like merger/take-over Uncoordinated data quality management on the populations in the business register and the populations in the different statistical activities 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
16
Issues regarding target population and frames (2)
Statistical governance ESS: no well developed frame population methodology/recommendations available covering the statistical activities Regarding multinationals: missing tools for data exchange 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
17
Challenges: worth to work on?
YES Higher quality statistics Sharing of data Less burden for companies Better image of and more respect for statistical agencies 25-April-2012 ESSnet on consistency: Dublin workshop on frame populations
