Interstate IP Policy Guidelines
SCORE Steering Committee: technical guidelines are important, but not sufficient Need to promote sharing, and use of open licenses (e.g. Creative Commons) Working Group Convened Survey of Educational Technology Cooperative Representatives

Outcome: Development of policy paper and guidelines Draft reviewed by expanded working group in Mid-May Draft of paper and guidelines submitted for SREB staff review June 2009 Dissemination to SREB constituencies and agencies Fall 2009

Draft Guidelines There should be an explicit presumption and recommendation that all resources created with public funding should be licensed to provide as high a level of sharability as possible.

Draft Guidelines Funding Agencies should require:
Use of the most permissive license terms possible. Licenses with standardized terms of use, readily found and easily understood. When possible, a single, standardized license for all resources.

Draft Guidelines States and educational systems should encourage the development and support of administrative and technical infrastructures, including repositories for digital educational resources.
